Study On The Multiple Cooperative Governance Of Leisure Agricultural Tourism In Yangchun City

Leisure agriculture tourism,as the integration of the development of the primary,secondary and tertiary industries in rural areas,has become a new consumption pattern and industrial phenomenon,but there are also some common problems,such as homogenization of development,extensive governance,poor quality of governance service and so on.Based on the case study of Yangchun City,this paper uses various research methods such as literature research,comparative research,questionnaires and interviews to explore specific strategies and approaches to improve the development of leisure agriculture tourism through the cooperative governance of pluralistic subjects like the government,enterprises,community residents and social organizations.The following conclusions are drawn from the research.The study found several problems in the development of leisure agriculture tourism in Yangchun City.For example,there exists a conflict of interest among multiple entities.The leading role of government governance has not been brought into full play.An organized governance system has not yet formed and the community residents do not take an active part in autonomy.These problems of pluralistic cooperative governance mainly result from lack of unified governance from the macro level,the weak sense of responsibility of leisure agriculture tourism enterprises,the narrow space for the development of leisure industry associations as well as other social organizations due to the government dislocation,and the weak sense of participation of community residents and the few approaches for them.The paper also puts forward countermeasures to improve pluralistic cooperative governance of the leisure agriculture tourism in Yangchun City from the aspects of establishing excellent integrated management mechanism of the tourism market,giving full play to the leading role of the government,strengthening the sense of responsibility of the tourism enterprises,strengthening the coordinating and supervising role of the social organization,and cultivating the residents' awareness of community participation.
