From Executive-led To A Pluralistic And Participatory Urban Governance Mode

The Chinese city is experiencing the transformation process with two interweaves of the urbanization and globalization now. Urbanization is one of the most important engine that pushes China to modernize. Urban management decides whether our cities will be prosperous or not directly. The accelerating urbanization demands corresponding modes of governance, but the present modes that controled by urban government(Monocentric governance) completely can not meet the needs of modern urban governance. How will coordinate all relations in the urban management in the future, how to optimize the city management resource distribution and how to realize the coexistence between people and environment and effective city management are the main questions which present urban management needs to pay attention to urgently.City governance includes government and citizen participation. It is a relationship, a system and an arrangement among the city government, the profit-making organization and city society. Citizen participation is one of the most important parts in the city governance.Citizen participation in the city governance is the request of a city resources proprietor, is also inevitable in society development and cities management. Citizen participation is the inevitable request of diversified development of modern city, is the indispensable part in the structure of city management;Citizen Participation is the basic characteristic of the democracy administration development, is important contents of all countries administration reform nowadays. Citizen participation is the principle of new public administration, adapted the demand of the moden city development.But in China, the idea and the institution of city participation are very bare. So we should transform the functions of city government, strengthen the participation idea of citizens and build up the institution of city participation.
