Research On Design And Application Of Centralized Construction Management Model Of Government Investment Projects

The construction mode of traditional government investment projects has some drawbacks,such as construction and management is not divided,process is separated,organization and management are disconnected,corruption is bred,etc.,which is not able to meet the management requirements of government investment project under the new situation.At present,one of the trends in project management reform is to implement centralized construction and management for government investment project.The paper takes the centralized construction and management mode of government investment project as the research theme,and it aims to optimize the organization system and management process under the centralized construction management model.On the basis of the analysis of the research on the management mode of government investment projects at home and abroad,in combination with the basic theories such as principal-agent theory and the integrated management theory of the whole life cycle,the paper has used theoretical analysis,statistical analysis,horizontal comparison,empirical analysis and other methods to carry out the following research:First of all,the paper has analyzed and compared the advanced management modes of government investment project at home and abroad,and has drawn a conclusion that the direction of current reform is to implement centralized and specialized management mode,and has a market-oriented trend.Secondly,the paper has analyzed the current situation of centralized construction and management mode in Jiangsu Province by means of statistical analysis and field investigation,at the same time,combined with the current development status and existing problems,the design analysis of the centralized construction management mode is carried out.Finally,taking Taizhouhailing Construction and Works Bureau as an example,this paper adopts a hybrid integrated organizational structure that combines functional management and project management in the design of organizational structure,in addition,and a project life cycle management team is set up as the basic unit for project management operation.In the design of management process,it shall make a distinction between the early stage,the implementation stage and the handover and acceptance stage,specifically,the whole process management of the project is designed from the aspects of design control,construction organization management,change control,acceptance and handover and so on.
