With the development of the market economy and the deepening of the economic system reform,the government engineering centralized construction model is gradually replacing the decentralized construction model with its unique advantages,and is actively promoted in various economically developed regions of China.However,with the increase in the number of projects,the specialization and standardization of the government engineering centralized construction model requires more effective job analysis;excessive centralized rights of government engineering leads to increased risk of corruption,and the centralized construction model requires greater transparency and anti-corruption.The regulatory framework also pays more attention to the ethics and employees quality in the organizational culture;the workload and pressure of government engineering is increasing,the income of personnel is not related to job performance,and the project management organization lacks incentive mechanism;the number of projects increases,and the total number of institutional personnel is limited.And other issues make government projects face enormous challenges in employment structure,organizational culture and employee job satisfaction,in addition to traditional performance indicators(such as cost,time and quality).These problems have reduced the efficiency of project management under the government's centralized construction model,resulting in over-investment,poor organizational culture,employees dissatisfaction,corruption and other organizational issues.Therefore,this paper aims to construct the structural equation model(SEM)from the perspective of human resources,and use SPSS and AMOS to explore new ways to improve the project management efficiency of institutional under the government centralized construction mode.Therefore,this study aims to explore the drivers of improved internal management efficiency in government engineering management institution.Through a survey of typical government engineering centralized management institutions in China,254 standardized paper questionnaires were allocated according to the proportion of each institution.The results show that the organizational culture of government engineering centralized management institutions is the most critical factor to improve project management efficiency.In addition,higher job satisfaction also has a major impact on the project management efficiency in centralized management.This requires transforming the internal management efficiency from project-oriented approach to organizational-oriented approach.By optimizing the organization's management system,it is possible to improve the efficiency of people and organizations and achieve higher public management efficiency.In addition,the research has some new conclusions different from the previous ones,that is,within the government engineering centralized management institution:(1)Only when employees are satisfied with the material needs,the organizational culture begins to have a significant impact on job satisfaction;(2)When project management efficiency is not strengthened by other material rewards of the organization,job satisfaction will not be immediately and directly improved;(3)job analysis will first affect the psychological feelings of employees,and then indirectly affect the project management efficiency.The results show that the strategy will help improve the project management efficiency of the government's centralized management institution based on the three aspects of staff,organization and technology.
