Since Chinense accession to the world trade organization,economic construction has made rapid progress.At present,GDP ranks second in the world.In the past decade,with the growth of economic scale,China's space industry has also made rapid development.The mission of space remote sensor projects tends to be intensive.The task volume has developed from several satellites in one year to more than ten or even more than twenty satellites.At the same time,users' demand for space remote sensor products is more vigorous,and the demand of space remote sensors tends to be high performance and diversification.In addition,the country will gradually relax the access threshold of remote sensing industry,and more companies and institutes will be able to undertake the development of space remote sensing projects,and the competition is bound to be more intense.B Institute should seize the opportunity to maintain the leading position in the space remote sensing industry,not only with advanced technology,but also to establish a set of efficient project management system,especially the material procurement required for space remote sensor projects,and to change the previous extensive management model and continue to be refined.Through the study of supply chain theory,procurement management theory and JIT(just in time)theory,this paper summarizes the characteristics and advantages of JIT procurement,analyzes the prerequisites for JIT procurement,puts forward the procedure of JIT procurement,and pays close attention to the possible questions and solutions that may be brought by the JIT purchase.Then,on the basis of summarizing the existing material procurement management status of the space remote sensor project in B Institute and the wide range of remote sensing materials,many varieties,small quantity and high quality requirements,this paper analyzes the characteristics and existing problems of the existing procurement management mode,and proposes the implementation of the punctual mining of the space remote sensor project.It is necessary and feasible to purchase,and based on the idea of punctuality,it puts forward the emphasis of punctuality procurement from three aspects of information,organization structure and supplier management,and constructs a JIT Procurement Model of space remote sensor project.In this paper,the Kraljic matrix theory is further studied.From two dimensions of value potential and purchasing risk,10 factors of risk assessment are put forward around the features of space remote sensor project and the characteristics of material demand,and the evaluation index system of material classification for space remote sensor project is successfully established.In order to help the Z-score standardization model,the material classification and positioning model adapted to the space remote sensor project was constructed.At the same time,the transformation model of material classification was proposed based on the idea of changing the location attributes of materials.Finally,the B research institute uses the material classification and positioning model to realize the classification management of various materials in the space remote sensor project.According to the characteristics of the different materials,on the basis of the punctual thought and the just in time purchase model,the targeted procurement strategy is implemented for all kinds of materials,and good results have been achieved.
