Research On Measurement And Efficiency Evaluation Of Cooperative Development Level Of Hohhot Baotou Erdos Yulin

The National Development and Reform Commission officially approved the "Hohhot-Baotou-Ordos-Yulin Urban Agglomeration Development Plan",marking the formal entry of Hohhot-Baotou-Ordos-Yulin urban agglomeration into the implementation stage.To cultivate and develop the urban agglomeration of Hohhot-Baotou-Ordos-Yulin,we must strengthen the leading role of reform and opening up,give full play to the comparative advantages of cities and promote the coordinated development within urban agglomerations.Therefore,this paper attempts to study the level and efficiency of the coordinated development of Hohhot-Baotou-Ordos-Yulin urban agglomeration,and puts forward some countermeasures and suggestions for the coordinated development of urban agglomerations through quantitative research methods.Firstly,this paper reviews and combs the relevant literature of regional synergetic development,analyses the connotation of regional synergetic development,and introduces the regional development model and related theories of regional synergetic development.Through the five aspects of land,population,economic status,people’s living conditions,resource consumption status,environmental protection status,and traffic communication status,this paper analyzed the current situation of the coordinated development of Hohhot-Baotou-Ordos-Yulin urban agglomeration,and pointed out the problems and advantages faced by the urban agglomeration at the present stage.Secondly,the distance synergy model improved by grey correlation is used to measure the coordinated development level of Hohhot-Baotou-Ordos-Yulin urban agglomeration from 2000 to 2016.At the same time,DEA-Malmquist index analysis method is used to evaluate the efficiency of coordinated development of Hohhot-Baotou-Ordos-Yulin urban agglomeration from 2000 to 2016.The results show that: firstly.Huhhot,as a central city,has a weak radiation-driven capacity.The task of transformation and upgrading of resource-based industries in Hohhot-Baotou-Ordos-Yulin urban agglomeration is arduous,the ecological restoration is difficult,the resistance of environmental governance is great,and the sharing of infrastructure and public services needs to be improved urgently.Secondly,the degree of development of four cities,Hohhot,Baotou,Ordos and Yulin,shows an upward trend,and the interaction between them is obvious;the degree of development and synergistic development of Hohhot-Baotou-Ordos-Yulin urban agglomeration are on the rise,but the degree of synergy varies greatly.Thirdly,the largest decline in the productivity of all-factor collaborative development is Yulin City,the smallest is Ordos City;The productivity of all-factor collaborative development of Hohhot-Baotou-Ordos-Yulin urban agglomeration is in a continuous decline state,mainly affected by technological progress,while the overall efficiency,pure technical efficiency and scale efficiency have little effect.Based on the above research conclusions,combined with the comparative advantages of resource endowment,location transportation and ethnic characteristics of Hohhot-Baotou-OrdosYulin urban agglomeration,the following five suggestions are put forward:(1)Developing regional centers Cities,coordinating the balanced development of urban agglomerations;(2)Innovating interest coordination mechanisms to achieve regional coordinated development;(3)Enhancing innovation and promoting the transformation of technological achievements;(4)Strengthening environmental governance to jointly promote green development;(5)Accelerating infrastructure construction and promoting public service sharing.
