With the high speed development of economy, nowadays people get a more convenientlife and benefit from material comforts, but have also gradually felt that the environment isbecoming worse and worse. And at the meantime, people suffered from series of problemscaused by life stress. Natural resources and environment are having a more obvious influenceand restriction on human social economic development than ever. The conflict betweensocial and economic development and resources, environmental protection has becomeincreasingly prominent. Meanwhile, problems such as the shortage of resources, theenvironment pollution, and the unbalance of ecology have exposed the drawbacks of traditionaldevelopment mode. As a result, people start to seek for a new development mode which ismore efficient and of high quality and put forward the concept of sustainable development.Inner Mongolia especially the “Hohhot, Baotou and Ordos” region has gone through a periodwhich a rapid development takes place in regional economic and social aspects since thestrategy of developing the western region put into effect in1999. During this period of time,transformation of the economic structure has been sped up. Great social progress has beenmade. And more effort has been made to environmental and resource protection.Based on the basic theory of regional sustainable development research, and combined theactual situation of the “Hohhot, Baotou and Ordos” region, this paper focused on the study ofthe “Hohhot, Baotou and Ordos” regional sustainable development mainly in the followingaspects:1. set the “Hohhot, Baotou and Ordos” regional sustainable development indicatorsystems, and four subsystems of resources and environment, population, economic, social, anddefine the corresponding evaluating indicator;2. use AHP (analytical hierarchy process) andSPSS software applications to test the evaluating indicator of each subsystem, thus to calculatethe level of the comprehensive development of the whole system;3.establish a coordinateddevelopment mode between the different systems, and figure up the coordinated developmentcoefficients between different systems according to the comprehensive developing level of thesubsystems, applied statistical theory, and the use of regression analysis.According to the integrated value of the sustainable development of the four subsystemsin the “Hohhot, Baotou and Ordos” region, I will evaluate the level of “Hohhot, Baotou andOrdos” regional sustainable development in all rounds, analyze the impact of regionalsustainable development factors, then put forward policy suggestions on promoting thesustainable development in “Huhhot, Baotou and Ordos” region in my paper. The main conclusions of this paper are below:The sustainable development ability of“Hohhot, Baotou and Ordos” area was rising gradually in2004to2007; the amount ofindustrial waste water discharge which has bigger influence on the ability of the sustainabledevelopment, moreover, according to the poor coordination between the environmentsubsystem and other subsystem we put forward the suggestion of using the resourceeconomically and strengthening environmental protection; the population density of populationsubsystems is important to the ability of sustainable development of the population subsystem,so we suggest accelerating the process of urbanization and gasping the opportunities ofdemographic dividend; GDP per capita matters a lot to the ability of the sustainabledevelopment of economy system so that it is necessary to continue deepening the upgrading ofthe industrial structure and increasing the third industry proportion; basing on the averageinfluence of every index in the social subsystem to the ability of sustainable development ofthe main system we propose to accelerate the process of regional integration and to makeoverall arrangements for infrastructure construction.
