Study On The Evaluation Of The Sustainable Development In " Hohhot, Baotou And Ordos" Region

With the high speed development of economy, nowadays people get a more convenient life and benefit from material comforts, but have also gradually felt that the environment is becoming worse and worse. And at the meantime, people suffered from series of problems caused by life stress. Natural resources and environment are having a more obvious influence and restriction on human social economic development than ever. The conflict between social and economic development and resources, environmental protection has become increasingly prominent. Meanwhile, problems such as the shortage of resources, the environment pollution, and the unbalance of ecology have exposed the drawbacks of traditional development mode. As a result, people start to seek for a new development mode which is more efficient and of high quality and put forward the concept of sustainable development. Inner Mongolia especially the"Hohhot, Baotou and Ordos"region has gone through a period which a rapid development takes place in regional economic and social aspects since the strategy of developing the western region put into effect in 1999. During this period of time, transformation of the economic structure has been sped up. Great social progress has been made. And more effort has been made to environmental and resource protection.Based on the basic theory of regional sustainable development research, and combined the actual situation of the"Hohhot, Baotou and Ordos"region, this paper focused on the study of the"Hohhot, Baotou and Ordos"regional sustainable development mainly in the following aspects: 1. set the"Hohhot, Baotou and Ordos"regional sustainable development indicator systems, and four subsystems of resources and environment, population, economic, social, and define the corresponding evaluating indicator; 2. use AHP (analytical hierarchy process) and SPSS software applications to test the evaluating indicator of each subsystem, thus to calculate the level of the comprehensive development of the whole system; 3.establish a coordinated development mode between the different systems, and figure up the coordinated development coefficients between different systems according to the comprehensive developing level of the subsystems, applied statistical theory, and the use of regression analysis.According to the integrated value of the sustainable development of the four subsystems in the"Hohhot, Baotou and Ordos"region, I will evaluate the level of"Hohhot, Baotou and Ordos"regional sustainable development in all rounds, analyze the impact of regional sustainable development factors, then put forward policy suggestions on promoting the sustainable development in"Huhhot, Baotou and Ordos"region in my paper. The main conclusions of this paper are below:The sustainable development ability of"Hohhot, Baotou and Ordos"area was rising gradually in 2004 to 2007; the amount of industrial waste water discharge which has bigger influence on the ability of the sustainable development, moreover, according to the poor coordination between the environment subsystem and other subsystem we put forward the suggestion of using the resource economically and strengthening environmental protection; the population density of population subsystems is important to the ability of sustainable development of the population subsystem, so we suggest accelerating the process of urbanization and gasping the opportunities of demographic dividend; GDP per capita matters a lot to the ability of the sustainable development of economy system so that it is necessary to continue deepening the upgrading of the industrial structure and increasing the third industry proportion; basing on the average influence of every index in the social subsystem to the ability of sustainable development of the main system we propose to accelerate the process of regional integration and to make overall arrangements for infrastructure construction.
