| In the past 30 years since the founding of the WTO,economic globalization and trade liberalization have continued to develop.Traditional trade barriers such as tariffs have become increasingly weak.Some technical trade measures taken for the purpose of trade protection and public welfare have gradually Become a new trade barrier.Technical trade measures are embodied in the WTO’s legal framework system,mainly referring to the technical regulations,standards and conformity assessment procedures stipulated in the Agreement on Technical Barriers to Trade(TBT Agreement)and the Agreement on the Implementation of Sanitary and Phytosanitary Measures(SPS Agreement).Due to the nominal rationality,the opacity of the formulation process,the procedural complexity and controversy,the risks of technical trade measures are constantly affecting China’s export trade.China has become the country with the most technical trade measures.one.The inspection and quarantine department is responsible for the inspection,quarantine,certification,accreditation,appraisal and supervision of inbound and outbound commodities(including food).It is the competent government department that formulates and implements the risk prevention strategy for technical trade measures and has been playing the role of technical trade measures.An important role.However,from the past practice,there are still many limitations.The paper takes Shenzhen as an example to study the government prevention strategy of technical trade measures risks.Based on the two theories of trade protection theory and risk management theory,and a risk prevention experiment in the furniture industry in Shenzhen,the paper establishes an analytical concept dimension of the government prevention strategy of technical trade measures risk.The dimension includes three aspects: the institutional prevention dimension,Technical prevention dimension and early warning prevention dimension.Based on these three dimensions,the paper studies and analyzes the government prevention strategy of Shenzhen’s technical trade measures risks.With the convenience of working in the inspection and quarantine department,through the interviews of relevant management personnel and the questionnaire survey of Shenzhen export enterprises,the paper finds the problems of the government prevention strategy of Shenzhen technical trade measures risks.The problems are mainly reflected in the imperfect system,laws and regulations.The standard system is not sound,and the risk assessment and early warning mechanisms are immature.The author also analyzes the reasons for the problems of the government’s preventive strategy for the risk of technical trade measures in Shenzhen from the three dimensions of institutional,technical and early warning.At the end of the thesis,the author discusses the reasons for the problems of the government’s prevention strategy for the risk of technical trade measures in Shenzhen,and discusses the strategic optimization measures for the three aspects of institutional prevention,technical prevention and early warning prevention. |
