Research On Process Optimization Of Project Management Of The Special Fiscalfund For Repairing And Purchasing In H Institute

In 2006,the Ministry of Finance established a special fund for repairing and purchasing in national public scientific institutions to improve the basic conditions of science and technology.Since the H Institute has undertaken the project for repairing and purchasing in 2006,it has set up a team to be responsible for project management and implementation.With the passage of time,the management ability and level of the project can not adapt to the growth of project funds.The problems in project management directly affec t the implementation effect of the repair project.The main purpose of this paper is to optimize the project management process based on the theoretical knowledge of project management process optimization,combined with the current situation of H research project management,and solve the problems in the management of repair project.This paper investigates and analyzes the main problems existing in the current situation of H project management project management,and summarizes the structure of the repair team,which includes the poor communication of project management,the lack of standardized planning and decision-making process,the variability in the implementation of the repair project,slow implementation of the acquisition project,inadequate proje ct summary,and financial management problems.Through the five steps of defining,measuring,analyzing,improving and controlling,designing a scientific and rational process optimization plan,defining problems arising from key process nodes,collecting key node data,turning the problem into data,and analyzing the key to solve the problems.With the methods of elimination,combination,rearrangement and simplification,find the improvement method and design the optimization plan.Establish the management process control mechanism,and study the optimization safeguards for the smooth implementation of the project management process.
