Factors Flow,system Transformation And Rural Industry Revitalization

Since the Reform and Opening-up,China’s achievements in social and economic development have attracted worldwide attention.However,there is still a structural problem,that is,unbalanced and inadequate development,especially the uneven development between urban and rural areas,which on the one hand has hindered the settlement of the “Issues concerning Agriculture,Countryside and Farmers" and delayed the development of agricultural and rural modernization.On the other hand,it also has hindered the process of new industrialization,urbanization and even the modernization of the whole country.Therefore,the 19 th National Congress of CCP put forward the strategy of “Rural Revitalization”.Industrial prosperity is the primary requirement and foundation,which is inseparable from the rational allocation of factors.However,for a long time,a large number of workforces,capital,land and other factors in rural areas basically flow into the city in a one-way flow on the whole.There are deep system reasons behind this,the core of which is the relationship between the government and the market.Therefore,this paper studies how to promote the revitalization of rural industries from the perspective and logic of factors flow and system transformation.This paper attempts to construct a “Foundation-Key-Guarantee” theoretical analytical framework for the rational flow of urban and rural factors guided by the government and market to revitalize rural industries.The supply of rural infrastructure and public services is the “Foundation” of the development of rural industries.The “Key” to the development of rural industry is to solve the contradiction of “workforce,money and land”.“Guarantee” is that the government should play a leading role while the market plays a leading role.Using this analytical framework,this paper first looks into the historical evolution stage of urban-rural factors flow,and reveals the contradiction between urban-rural factors flow and the revitalization of rural industry.In the current stage the obstacles of the old system have not been completely eliminated and the supply of the new system is not sufficient,so it is difficult to make the rational flow of urban and rural factors by relying solely on market.This requires national policies to regulate the flow of factors,strengthen the institutional supply of rural industry revitalization,and encourage and guide the flow of factors to rural areas.Therefore,according to the “Foundation-Key-Guarantee” theoretical analysis framework,this paper discusses the construction of rural industry revitalization mechanism from three aspects.Firstly,rural infrastructure construction and public service supply should be improved to consolidate the “Foundation” of factors flow.Secondly,we should promote the rational flow of factors “workforce,money and land” between urban and rural areas and strengthen the supply of factors for the revitalization of rural industry.Thirdly,on “Guarantee”,coordinate the role of government and market in promoting factors flow to revitalize rural industries.On the basis of theoretical research,this paper chooses Chengdu and Liupanshui as examples to analyze their respective efforts promoting the rational flow of factors to revitalize the rural industry under the influence of the government and the market.At the same time,this article focuses on international experience and introduces the practice of the United States and Japan in the revitalization of rural industries.Finally,from the perspective of adhering to the core idea of “Giving Priority to Rural Development and Rural Revitalization”,three suggestions are put forward to promote the rational and free flow of urban and rural factors and revitalize rural industries under government-guiding and market-leading.
