Construction Of Rural Revitalization System Paradigm In The Context Of China’s Transition

In order to solve the rural backwardness under the problem of insufficient social development in China,break away the rigid pattern of vested interests,and promote t he "priority development of agriculture and rural areas",the Nineteenth National Cong ress of the Communist Party of China clearly put forward the strategy of Rural Revit alization for the first time,and then the Central Co-nference on Rural Work in 2017 made a strategic plan for it,demanding that the institutional framework and policy sy stem be basically formed by 2020.If t-he growth conditions of the Rural Revitalizatio n Strategy are embedded in the overall context of China’s transformation,the "normali zation" of the absence of fairness and justice in the process of rural development can be regarded as th-e order challenge of the transition from planned economy to social ist market e-conomy.Therefore,based on the analysis of rural order and its system log ic,t-his thesis intends to construct the system paradigm of Rural Revitalization strat-e gy,and research how to achieve the design,maintenance and adjustment of r-ural gov ernance system,as well as the rebalancing of the system environment itself.Putting forward the strategy of Rural Revitalization is the only way to improve China’s governance program.In this thesis,the transfer mechanism among institutional environment,institutional arrangement and institutional performanc-e is theoretically tra nsformed into SCP institutional paradigm,and the basic ins-titutional framework of Ru ral Revitalization Strategy is established.On the basi-s of sorting out the historical evo lution of rural governance system in China,t-his thesis finds out the evolution law of quasi-decentralization system pedigree,and discusses the institutional space among the government,market and social governance subjects under the central reserved overall power.Based on this,t-he institutional structure and development bottleneck of rural governance in Ch-ina are divided into three stages.Under the constraints of the SCP institutional paradigm framework and the evolution law of the quasi-decentralization sy stem pedigree,combined with the theoretical basis and comparative case analysis,this thesis discusses detailedly the influence of institutional environment,politi-cal instituti onal structure and social capital on the transmission of institutional performance.In ord er to verify the theoretical correctness of the institutional paradigm,field investigations were conducted in 12 sample villages of different ci-ties and counties in Gansu Prov ince.The consistency between theoretical hypothesis and empirical analysis was achiev ed by using the quantitative statistical model of BBC-DEA.Through this study,it is found that the purposefulness of power structure,the completeness of property right system,the richness of structural social capi-tal and cogn itive social capital will affect the institutional capacity of the insti-tutional environmen t,generate differentiated incentives in the pedigree of quasi-decentralization system,an d thus determine the effectiveness of institutional arr-angements under the overall state power retention.In view of that,from the strategic height of rural revitalization the t hesis puts forward measures and sugges-tions to optimize the performance of rural go vernance,and puts forward basic principles and feasible paths for improving the suppl y of governance system a-nd institutional environment.
