| Over the past few years,With the pace of China’s economic construction step by step,The vast majority of migrant workers have devoted themselves to modern urbanization,and the demand for housing in the city has increased rapidly.In order to help migrant workers as soon as possible into the city,enjoy the same treatment as citizens,the government has successively introduced various housing security policies.country’s housing security system completed the initial reform in the 1990 s.After the reform,the housing provident fund system was the main component.Time has changed,and 30 years have passed.The lag of policies cannot meet the needs of migrant workers from another social group.Housing demand,the policy guarantee effect is greatly reduced.To this end,it is imperative to build a housing security system that integrates the vast number of migrant workers.This not only broadens the coverage of Housing Security System but also points out the direction for the further reform of China’s Housing Security System: from preferential financial mode to inclusive financial mode.At present,the Experts and scholars in the field of study research on Housing Security System mainly focuses on the relationship between financial mode and housing security mode and the We will improve the efficiency of the use of housing provident funds for urban and rural workers,mainly in terms of house purchases and loans.The research on the reform of housing security policy mainly focuses on the development model of housing provident fund and its impact on the purchasing power of urban workers’ housing and how to ensure the fairness and effectiveness of the housing provident fund system,and maximize the coverage within the scope of the system.itself is not comprehensive enough and there are even fewer reforms on Housing security fund for migrant workers,and the reform proposals submitted by experts,scholars and social organizations from all sides are not effective and operable.The author’s research focuses on the following five sections: First,through analysis and comparison,literature and theoretical research,it sorts out the relationship between migrant workers,corporate employees,and the housing provident fund system for urban residents,as well as legal provisions,and compares the housing for urban employees.The difference between the provident fund system and the housing provident fund system for migrant worker groups.The second is to focus on key points such as social mutual assistance,compulsory savings,and the basic theory of new institutional economics,and The development history of Chinese migrant workers and housing provident fund system is expounded from different angles,and the research on its development theory is perfected.The third is to analyze the performance of migrant workers’ living environment in cities in Meishan City based on the conclusions of field visits and questionnaire surveys,and to study the current development predicament of migrant workers’ provident fund system in cities and towns.The fourth is citing economic principles and theories such as new systems,it analyzes the obstacles and difficulties faced by the application of the housing provident fund system from three levels of migrant workers,companies and government departments,as well as subjective and objective factors.Fifth,according to the mature housing provident fund system and experience of migrant workers in the pioneering areas,short-term suggestions and long-term development plans are put forward for the difficult operation of the housing provident fund system for migrant workers in Meishan City.Based on the above research content,this paper draws four conclusions: First,the operating difficulties of the housing provident fund system for migrant workers in Meishan City are mainly manifested in the weak awareness of rights at the level of migrant workers,the lack of mandatory payment policy at the enterprise level,and the failure of supervision and security at the government level.Second,according to the basic theory of the new institutional economics,The reasons for the failure of the housing provident fund policy for migrant workers in Meishan City the housing security function is not prominent,the reasons at the enterprise level are the lack of mandatory deposit policies and the lack of incentive and penalty mechanisms,and the reasons at the migrant workers’ level take into account the lack of awareness of rights and the lack of flexibility in the use of housing provident fund channels.Third,in the short term,Meishan City should respond to the dilemma through the adjustment and reform of the housing provident fund system for migrant workers.However,in the long run,consideration should be given to forming a nationally integrated housing financial institution to achieve the effective integration of housing security functions and housing financial service functions. |
