Study On The Innovation Performance Of National High-tech Zones In Western China

Under the new normal,C hina's economy is faced with such problems as saturated traditional demand,disappearing demographic dividend,increasing resource and environmental constraints,and insufficient new driving force for growth.Economic development has shifted from factor-driven and investment-driven to innovation-driven,and innovation has become the first driving force for development in the new era.As the main force of innovation-driven development,national high-tech zones are an important force to promote high-quality development of C hina's economy and a powerful engine to drive regional economic development.To evaluate the innovation performance of state-level high-tech zones and discuss how to improve the innovation performance of state-level high-tech zones is the primary task of implementing the innovation-driven strategy.This paper takes the national high-tech zones in western China as the main research object,measures and evaluates their innovation performance,and analyzes the influence of various factors on innovation performance.Based on relevant theories and literature research,this paper believes that the innovation performance of high-tech zones is affected by the internal structure of high-tech zones,external environment and interaction of high-tech zones,and theoretically analyzes the influence of major factors on the innovation performance of high-tech zones.O n this basis,this paper constructed the performance evaluation index system of high-tech innovation,using DEA-Malmquist method to evaluate the innovation performance,using Tobit model to study the effect of various factors on the innovation performance.The results of the study showed the operating income level,the opening degree of the high-tech zone and the economic level of the city where the high-tech zone is located have significant promoting effects on the innovation performance of the state-level high-tech zone in the western region.There was no significant impact on innovation performance from employees' educational background,per capita fixed asset investment,industrial structure and government financial expenditure.Internal expenditure of high-tech activities is negatively correlated with innovation performance,which is the reflection of the low utilization efficiency of innovation input funds in high-tech zones in western C hina.Finally,based on theoretical analysis and empirical results,the paper puts forward countermeasures and suggestions to promote the innovation performance of national high-tech zones in western China.
