Following the “separation between network and operation” mode while operating PPP(Public-Private Partnership)projects is a newly developed mode of urban rail transit PPP project operation,which combines the “separation between network and operation” mode of management in railway administrations with the PPP mode.In this mode,managers take the idea “design transactions of the same kind modularly,match and connect the structures of deals” as the principle,make segment design in the period of the design-construction and that of the operation-maintenance sectionally in the PPP mode.At the same time,it introduces the idea of “sustainable operation and continuous financing” and takes “performance transmission” as an effective means to combine the two segments organically,in order to implement the mode with high efficiency in the whole lifecycle of the projects.This thesis investigates into the existing financing modes of urban rail transit projects and the present situation of PPP projects in China,analyzes the disadvantages to the full lifecycle PPP mode in urban rail transit project operation and introduces the“separation between network and operation” management mode of railway administrations,further creatively putting forward the idea of operating urban rail transit PPP projects in the “separation between network and operation” mode.The middle part of the thesis gives an introduction to the segmented operating scheme of applying “separation between network and operation” to PPP projects in detail,and specifically explains the structure of deal as well as the subsidy mechanism in the design-construction module and the operation-maintenance module respectively.In the following part,based on examples,this new mode is compared with the traditional BOT(Build-Operate-Transfer)mode and the government-dominated mode according to economic calculation,VFM(Value-for-Money)comparison and selection.From the statistic analysis,it can be concluded that the first mode has an edge over the other two.For the last part,particular introductions to implementations in PPP mode in design-construction module and combination-operation module are given and some details of the practical operation of this mode are carefully illustrated.By presenting successful cases in which this mode has been applied,that this mode is practical can be proved.Through researching and innovation,this thesis creatively puts forward a new kind of PPP operation mode,which is worthy of being generalized and put intopractice in urban rail transit projects as well as a reference to other projects.
