Since the reform and opening up,China's economic construction has been developing rapidly.With the increase of urban population,there are more and more private cars,increasing urban traffic pressure,and the shortage of urban transportation infrastructure supply capacity is becoming increasingly prominent.The development and construction of urban rail transit projects has become the main goal of major cities.However,due to the natural monopoly and quasi-public product nature of urban rail transit,the construction and operation of urban rail transit projects must be managed by the government,and the costs incurred during the construction and operation of projects should be borne by the government alone.Due to the huge construction cost and investment of the urban rail project and the long construction period of the project,the fiscal expenditure of the government will bear great pressure.The introduction of PPP model in urban rail transit is in order to effectively slow down the government financial pressure,and is advantageous to the market development of urban rail transit project,the addition of private investors can provide project funding support,also can provides more effective management of the project management plan,the government can also help the private investors to share the project risk pressure.As the main income source of urban rail transit project,fare pricing is the key factor for the success of PPP project operation.The original fare pricing mechanism is no longer applicable to the price of urban rail transit under the PPP model.Reasonable fare pricing can attract more private investors to participate in the project.Firstly according to the paper research background and research significance to analyze research,reading references to understand the research situation of urban rail transit ticket pricing method,and the progress of the PPP projects of urban rail transit in our country,this paper introduces the domestic and foreign scholars on the PPP mode analysis and study of urban rail transit ticket pricing,to develop reasonable urban rail transit ticket pricing mechanism to provide theoretical basis.This paper systematically puts forward the influencing factors of urban rail transit fare pricing under PPP mode from the aspects of government,private investors,consumers,market economic environment,laws and policies,and makes statistical analysis of various influencing factors according to the questionnaire survey,and reclassifies the influencing factors according to the survey results.Secondly based on the PPP mode of urban rail transit ticket pricing principle,according to the price of a ticket pricing factors in the process of using system dynamics to build price influencing factors of causal relation model,and USES the net present value(NPV)as indicators of project decision-making,established the flow diagram of urban rail transit ticket pricing system,determine the equations between the variables,using monadic linearregression analysis method and with the help of SPSS software,traffic,per capita disposable income levels and other related model constants to quantitatively,will consumers pay ability as well as the pricing of the same kind of public transport as reference of urban rail transit is set,Unit operation cost of urban rail transit will serve as the main basis of cost price,the final cost price and set goals for urban rail transit fare ticket dynamic effect,and the system dynamics model combined with examples,it is concluded that in the future urban rail transit ticket price change trend of the PPP project concession period.Finally,on the basis of the causality diagram of urban rail transit fare pricing under PPP mode and the system simulation flow diagram,the program fare pricing scheme of Tianjin metro line 11 is worked out,and the unit fare is predicted according to the system dynamics model,and the relevant price adjustment Suggestions are given.Based on the tripartite satisfaction principle from the government,private investors and consumers in the PPP project of urban rail transit,the relevant fare adjustment Suggestions are given.
