With the experiences from many countries, we can see urban rail transit has its advantages, which make it becomes the first choice to improve the traffic condition for modern cities in the world. But only few urban rail transit companies in the world, like the one in Hong Kong, get profit in their urban rail transit projects. Many people think that the development of China subway should be stopped or slowed down for the reason of lack of money, high investment, low financial benefits, and also for the construction accident which happened in Beijing not long ago, and for Plan of subway transformer substation in Guangzhou, etc. All of these ideas obstruct the development of our urban rail transit.As a public product, urban rail transit is a business making rail transit and doing the services to be its own product, which has great influence to the passenger, government and its relevant enterprises. And the financial benefit of the enterprise can't be the only one to reflect the influence overall. In order to have a better evaluation about running urban rail transit business, like the earning quality for urban rail transit and the relevant benefit from running urban rail transit, a perfect performance evaluation system establishment is very necessary. In this paper, the enterprise performance evaluation of urban rail transit, which is an establishment and operation integrated management mode, is analyzed.First, according to public product theory, natural monopoly theory, performance evaluation theory in western economics, and the features of urban rail transit business and its product, we have following feature of urban rail transit business: quasi-public product, extremely public welfare, need government to maintain the problem of the market benefit and the justice for its economic externality and the market failures.Second, with the feature of multilevel and multiattribute of the natural monopoly and competition of urban rail transit business, the urban rail transit operation and its different operation and management systems were analyzed. According to the comparison and analysis of those operation and systems, we have two modes, the first one is management and operation mode which separate the natural monopoly and competition, and second one is vertical integrated management and operation mode in the natural monopoly and competition.Third, a new evaluation system with multiplicity target establishment, diversified entities, multiform comprehensive evaluation is offered in this paper, which is according to the contradiction between the management target of the URT company, and the common performance evaluation, The target of the management mode of URT Company and the feature of URT product is also considered in establishment of the performance evaluation with the introduction of balanced scorecards. With the benefit calculation target of a company and the evaluation on social effect of the company, this evaluation on managerial performance will be the one with high authenticity, accuracy and comprehensiveness. And it also has its advantage to realize the in-evaluation with analyzing all the data of the performance and all the management targets, and the influence of the operation and management to the performance.Last, the establishment of AHP mode and Determination of Weighting of Indexes in this paper makes the performance evaluation more practical.
