With the gradual development of economic globalization and the deepening of the global value chain division of labor system,China's manufacturing industry has developed rapidly,with exports ranking in the forefront of the world,and its export scale has expanded to become a veritable manufacturing power.However,the competitiveness of a country's manufacturing industry does not depend entirely on the amount,but more importantly,the complexity of its export technology.Therefore,in order to realize the transformation of manufacturing powers to manufacturing powers,China urgently needs to improve the complexity of manufacturing export technology.In the context of the continuous opening of the service industry,especially the promulgation of the Foreign Investment Law,the opening up of the service industry has been further broadened,and the increase in the complexity of manufacturing export technology is inseparable from the improvement of the level of liberalization of service trade.The increase in service trade imports and the continuous influx of foreign direct investment in the service industry have improved the quality of service products as intermediate inputs,reduced the production costs of downstream manufacturing industries,improved the quality of manufactured goods exports,and improved the overall export technology complexity of the manufacturing industry.Based on this,this paper analyzes the impact of service trade liberalization on the complexity of Chinese manufacturing export technology from the theoretical and empirical aspects,and draws corresponding conclusions and policy recommendations,which has certain reference for improving the technical level of China's manufacturing industry.From the perspective of service trade liberalization affecting the complexity of manufacturing export technology,based on Hausman's "cost discovery" model and Porter's value chain theory,this paper analyzes the impact of service trade liberalization on export technology complexity from the perspective of theoretical mechanism.The four ways of action are cost reduction effect,technology spillover effect,R&D spillover effect and human capital accumulation effect.Then,drawing on the methods of Hausman(2007)and Dai Xiang(2016),we selected 30 provinces(cities)and 14 manufacturing sub-sectors in China from 2005 to 2016,and measured the liberalization of service trade and the complexity of export technology.Value,and a detailed analysis of the calculation results.Then using panel data,empirical analysis by STATA software,and concluded that the improvement of the level of service trade liberalization has promoted the complexity of manufacturing export technology,and found that this promotion has regional differences and industry differences.Specifically: the liberalization of service trade has a more significant effect on the technological complexity of manufacturing exports in the eastern region than in the central and western regions;the promotion of labor-intensive manufacturing is more significant than in technology-intensive manufacturing.In addition,through the empirical analysis of the inclusion of control variables,it is found that factors such as R&D investment,human capital and economic development level also have an important impact on the complexity of export technology.Finally,based on the empirical analysis of the article,this paper proposes the following policy recommendations: First,reduce barriers to trade in services and promote liberalization of trade in services;second,gradually open up service markets around the country and promote the improvement of export technology;third,actively promote foreign investment in services and comprehensively increase complexity of export technology;fourth,attach importance to talent teams.Construction to improve the ability of scientific and technological innovation.
