At present,the international situation is complex and volatile,and uncertainties and risks are constantly rising.In the meanwhile,the domestic economy has entered a new normal and standing at a crucial stage of transforming the economic pattern,optimizing the economic structure and improving the quality of development.As one of the important forces that have been driving China's economic growth for a long time,foreign trade must shift to high-quality development after China's economy enters a new phase.This is not only the objective need to adapt to the increasingly complex domestic and international situation,but also the realistic need to adapt to and even lead China's high-quality economic development.Under the background that the traditional advantage of factors gradually disappears,the institutional advantage should become the key to promote the high-quality development of China's foreign trade in the future.So this article chooses a cross field of institutional economics and international trade development,namely researches in the mechanism and effect of institutional quality on technical complexity of export trade.Under the background of a new round of development of globalization and from the perspective of global value chain upgrade,investigating the influence of institution quality on the export technical complexity improvement will both enhance the existing theory,building the bridge between institutional development and international trade development,and give certain enlightenment on developing China's international trade competitiveness,promoting industrial upgrading to support economic development,and improving foreign trade transformation.This paper with the institutional quality as the main line,combed the relevant institutional factors on trade flows,the comparative advantage and trade pattern and the influence of trade export technical complexity,and on the basis of analysis of summarizing the connotation of institutional quality and building an institutional quality evaluation system,the paper analyzed the pattern of institutional quality influencing export technical complexity.The paper is divided into six parts and consists of seven chapters,including: introduction,the connotation of the quality system and the construction of institutional quality evaluation system,export technical complexity measure and the comparison between the multinationals,mechanism analysis of the influence of institutional quality on export technology complexity,empirical analysis on the effect of institutional quality on export technology complexity,the effect of institutional quality on the technological complexity of China's export trade and the main conclusions and countermeasures.This paper first analizes the compilation of the connotation of institutional quality and the measurement indexes of institutional quality frequently used in domestic and foreign studies.The author proposes to construct a microscopic model of institutional quality evaluation based on the possible problems of the current institutional quality index,and uses SPSS 22.0 and AMOS 24.0 to make a quantitative analysis of the model.From the overall interpretation of the model,it is found that the model on the one hand can maintain a certain degree of echo with the previous academic research on institutional quality,on the other hand,it can also comply with the requirements of modern society for government development.Through the test of sample countries around the world,it is found that the export level of goods trade and service trade of countries with the highest institutional quality score is generally higher than that of countries with the lowest institutional quality score,and there is a positive correlation between institutional quality and export level.Then,based mainly on revealed comparative advantage,the technical complexity of the export of goods and services in major countries and regions is calculated,the evolution trend of global export structure is summarized and the characteristics of export structure in different regions are analyzed,paving the way for the subsequent theoretical and empirical analysis.Based on the research of domestic and foreign scholars,the influence mechanism of institutional quality on export technological complexity is deeply discussed from direct and indirect perspectives through the endogenous technological progress model of intermediate product expansion.It is found that institutional quality can directly affect the production structure of enterprises by optimizing the financing environment and reducing adverse selection,thus affecting the overall export technology complexity of a country or a region.Institutional quality can also indirectly affect the production structure of enterprises and thus affect the overall export technological complexity by improving the absorptive capacity of enterprises,promoting the accumulation of human capital,improving the supply of infrastructure and maintaining the execution of contracts.The paper then verifies the effect of institutional quality on export technological complexity from the perspective of empirical analysis by using transnational panel data and domestic data,based on the theoretical analysis.Empirical test results using transnational panel data show that institutional quality has a significant positive impact on the technological complexity of exports of trade in goods and services trade,and the impact increases gradually with the passage of time.The interaction coefficient and significance of institutional quality indicate that institutional quality can indirectly affect the export technological complexity of goods trade and services trade through the interaction of foreign investment inflows,human capital accumulation,infrastructure construction provision and government self-discipline.From a horizontal perspective,it is found that institutional development has different effects on the improvement of export technology complexity in different economies,and more significant effects on the improvement of export technology complexity in countries and regions with higher income levels.It is worth mentioning that the development of service trade needs to be carried out with the support of institution perfection.Under the background of low level of institutional quality,it is easy to appear that the "hand of convenience" of rent-seeking behavior is more than the "hand of grabbing",and the improvement of system quality will weaken the irrational promoting effect.Using the empirical test results of China's provincial-level data,this paper finds that institutional quality can indeed increases export technical complexity through direct and indirect channels.However,due to the government the possibility of rent-seeking behavior of “the hand of convenience",the estimate result of China's overall sample for government self-discipline does not accord with theory and global sample results.In addition,institutional development has a more effective effect on the technical complexity of trade and export in eastern China than in central and western China,either directly or indirectly,mainly because the institutional quality in eastern China is better than that in central and western China as a whole,thus further confirming the importance of institutional construction.Finally,the countermeasures and suggestions of institution innovation are put forward from the aspects of market,government management,enterprises and foreign trade economy.It is pointed out that institution construction and mechanism improvement is a complex and long-term project,and the various institutional innovations need to pay attention to the coordination and complementarity to promote each other,and set up a holistic and systematic concept of institutional development.In the future,China's cultivation of core export competitiveness and the realization of high-quality foreign trade need to rely on high-quality institutions and systems.
