With the popularization of Internet,cross-border e-commerce has developed rapidly and has become a new growth point for China's international trade development,and cross-border e-commerce model has increased the proportion of trade volume in China's overall trade volume.From 2015 to 2018,the State Council has approved the establishment of "cross-border e-commerce comprehensive pilot area" in 35 cities,requiring all localities to try ahead and promote the "six-system and two-platform"model to find innovative mechanisms for developing cross-border e-commerce.Although China's cross-border e-commerce has entered a stage of rapid development,phenomena of uneven and inadequate development between regions still exists.The development of cross-border e-commerce in Xinjiang is in its infancy,and cross-border e-commerce trade accounts for a small proportion of Xinjiang's overall trade quota.Compared with advanced provinces and cities that have been set as a comprehensive pilot area for cross-border e-commerce development,cross-border e-commerce of Xinjiang is still far behind in terms of business entities,customs supervision mode,export inspection mode,settlement and settlement,trade payment,and credit system.This paper analyzes the development capability of cross-border e-commerce in Xinjiang,and it analyzes the business model and supporting policies of cross-border e-commerce,propose the transaction costs components of the cross-border e-commerce,and proposes the composition of cross-border e-commerce main costs.In terms of information cost,logistics cost,settlement cost and supervision cost,this paper systematically compares and analyzes the transaction cost difference between Xinjiang cross-border e-commerce and "cross-border e-commerce comprehensive pilot area",and proposes a cross-border e-commerce development strategy in Xinjiang.It has important theoretical and practical significance for promoting the development of cross-border e-commerce in Xinjiang.
