Since the 21 st century,a new round of technological revolution led by digital technology is brewing important changes in the mode of production,circulation and consumption all over the world.In the process of continuous integration,superposition and iterative upgrading,digital technology provides a technology base with high economy,high availability and high reliability for economic development,and constructs a data-driven platform and ecological digital infrastructure,which has a broad and profound impact on the mode of production and consumption of the society.Digital technology promotes the emergence and development of e-commerce,and has a profound impact on the transaction mode,transaction object and transaction cost of e-commerce.Cross border e-commerce originates from digital economy and is an extension of traditional trade in the era of digital economy.Under the New Coronavirus global pandemic,it is of practical significance to conduct international trade through cross-border e-commerce and even global digital trade.In the short term,cross-border e-commerce helps to meet the cross-border shopping needs of domestic consumers(especially for epidemic prevention materials),help domestic export enterprises match the needs of overseas markets and restore the normal operation of all links of the trade chain;In the long run,global digital trade helps to improve the operation efficiency of the whole link of cross-border trade,cultivate the advantages of enterprises participating in international competition,and improve the ability of the foreign trade industry to deal with various risks such as epidemic“ The new development pattern of "double cycle" points out the direction for China’s economic development,and product quality is an important content in the new development pattern of "double cycle".As an important form of connecting domestic and international markets,cross-border e-commerce plays an important role in China’s next stage of economic development.Using cross-border e-commerce to develop import trade and improve the quality of imported products is conducive to promoting the high-quality realization of the "double cycle" strategy.While cross-border e-commerce imports are booming,there are differences in the society’s understanding of the quality of cross-border e-commerce imported products.On the one hand,some media in the society began to report the quality problems of cross-border e-commerce imported products,and cross-border ecommerce disputes have become a new growth point of e-commerce related cases.On the other hand,more and more consumers choose the latter after comparing domestic products with overseas products on crossborder e-commerce platforms.Data show that the overall quality level of cross-border e-commerce imported products is still good.Therefore,the core issue discussed in this paper is whether cross-border ecommerce has improved the quality of imported products.In addition,this paper also takes into account that in real life,different consumers have different experiences,whether online or offline,which may be caused by the uneven quality of imported products.In addition,relying on the two mechanisms of transaction cost and search cost,this paper also discusses the specific path of cross-border e-commerce affecting the quality of imported products,and finally extracts policy suggestions for developing crossborder e-commerce to improve the quality of imported products.The main conclusions are as follows:Under the background of the rapid development of digital trade,the global pandemic and the construction of international and domestic double cycle research,this paper analyzes the reality of the vigorous development of cross-border e-commerce and uneven product quality in China based on literature analysis.The research shows that the main reasons for the vigorous development of China’s cross-border e-commerce can be summarized into the following three aspects: domestic and foreign policies to create a good environment,the increasingly personalized consumer demand in the era of digital economy and the intervention of market-oriented capital to boost the growth of enterprises.Compared with the typical economic facts of the rapid development of cross-border e-commerce,domestic consumers have no unified understanding of the quality of cross-border e-commerce imported products,which shows that the quality of cross-border e-commerce imported products is still a practical mystery.On the one hand,some media in the society began to report the quality problems of cross-border e-commerce imported products,and crossborder e-commerce disputes have become a new growth point of e-commerce related cases.There are the following practical evidences: the most typical product quality risk faced by cross-border e-commerce enterprises in the process of cross-border operation is product quality risk;There is a serious problem of fake goods in cross-border e-commerce imports.On the other hand,a large number of consumers still recognize the quality of cross-border e-commerce imported products and expand the transaction volume,mainly due to the following practical evidence: cross-border e-commerce platforms pay more and more attention to the product quality of cross-border e-commerce,product quality has increasingly become the core factor of cross-border e-commerce enterprise competition,the government continues to pay attention to the development of cross-border e-commerce,and the random inspection results continue to improve.Based on the above typical facts and research,we can find that compared with the goods imported in traditional trade and the products locally produced in China,there is still no unified consensus on the quality of cross-border e-commerce products imported in China,and the quality of cross-border e-commerce imported products in China is still uneven.This paper also provides corresponding explanations for this uneven quality experience: commodity quality is very difficult to accurately perceive,the channels of Internet affecting product quality are diverse,and the Internet amplifies the voice of extreme product quality.In general,it is precisely because the impact of cross-border e-commerce on the quality of imported products cannot be accurately felt from daily life,so it is necessary to test it through demonstration.Based on the evidence of China’s customs supervision,this paper discusses the impact of cross-border ecommerce on the quality of imported products.In recent years,the new form of cross-border e-commerce foreign trade characterized by Internet technology has flourished.At the same time,the state pays more and more attention to the role of import trade in economic growth and the improvement of consumer welfare.This paper introduces the cross-border e-commerce transaction mode into the theoretical model,obtains the quality of China’s imported products based on the demand information regression inference method,identifies the categories of cross-border e-commerce imported products by matching the customs supervision text list of cross-border e-commerce retail imported goods,and studies the impact of crossborder e-commerce on the quality of China’s imported products.The results show that: first,compared with traditional trade,if cross-border e-commerce is adopted,the product quality of enterprises in exporting countries will be improved;Second,regional and industrial(product)heterogeneity will affect the improvement of the quality of imported products by cross-border e-commerce,that is,there are national and industrial differences in the improvement of the quality of imported products by cross-border ecommerce;Third,cross-border e-commerce can shorten the quality ladder of imported products,that is,cross-border e-commerce can improve the uneven quality of imported products.Thus,it provides a new theoretical explanation and empirical evidence for the introduction of corresponding policies to promote the development of cross-border e-commerce import in China.Based on the measured industry transaction cost,this paper discusses the impact mechanism of cross-border e-commerce to improve the quality of China’s imported products by reducing the industry transaction cost.In recent years,cross-border e-commerce with Internet technology as the core has greatly reduced the transaction cost of enterprise import.At the same time,cross-border e-commerce has also promoted the improvement of the quality of imported products.Under the theoretical background of reducing transaction costs and the impact of transaction costs on product quality by cross-border e-commerce platforms,this paper discusses the role of transaction costs in enterprise product quality determination mechanism based on hallak(2006),hallak and SIV-adasan(2009)under the framework of enterprise product quality heterogeneity model.Based on the calculation formula of Novy(2005)and the industry transaction cost calculated from the input-output table,this paper also discusses the impact mechanism of cross-border ecommerce to improve the quality of China’s imported products by reducing the industry transaction cost.The results show that: first,the transaction cost will significantly reduce the quality of cross-border ecommerce imported products,and the significant impact is still robust when replacing different substitution elasticity values,considering non tradable shares and replacing explained variables.Second,cross-border e-commerce will significantly reduce the transaction cost of imported products and improve product quality by reducing the transaction cost of imported products.Specifically,there are two mechanisms behind it,which are to improve the industrial input-output rate of exporting countries and increase the export quantity,so as to increase domestic export competition and improve product quality.Third,the heterogeneity of cross-border e-commerce industry,country and industry will affect the reduction effect of transaction cost on product quality: through sub sample regression,it can be found that compared with non cross-border ecommerce industry,cross-border e-commerce industry plays a greater role in reducing transaction cost,and cross-border e-commerce industry has a greater effect on improving product quality by reducing transaction cost;Compared with developing countries,the products imported from developed countries are more affected by industry transaction costs;Compared with high-level middle-end products and high-end products industries,low-end products and low-level middle-end products industries are more significantly affected by industry transaction costs,that is to say,the impact of cross-border e-commerce on product quality through transaction costs is also heterogeneous.Based on the calculated comprehensive search cost,this paper discusses the impact mechanism of crossborder e-commerce to improve the quality of China’s imported products by reducing the industry search cost.In recent years,cross-border e-commerce with Internet technology as the core has greatly reduced the search cost of enterprise imports.At the same time,cross-border e-commerce has also promoted the improvement of the quality of imported products.Based on the theoretical background of reducing search costs and the impact of search costs on product quality of cross-border e-commerce platforms,this paper theoretically deduces the determinants of enterprise product quality by referring to the theoretical framework of enterprise product quality heterogeneity model of hallak and sivadasan(2009)and Khandelwal et al.(2013),This paper combs the mechanism of search cost on the quality of export products.In addition,this paper also integrates the Baidu search index of three dimensions to reflect various countries and industries,and discusses the impact mechanism of cross-border e-commerce to improve the quality of China’s imported products by reducing industry search costs.The results show that: first,the comprehensive search index will significantly improve the quality of cross-border e-commerce imported products,and the significant impact is still robust under the conditions of changing explanatory variables,changing explained variables and removing extreme values.This shows that the search cost will indeed significantly reduce the quality of cross-border e-commerce imported products.Second,cross-border e-commerce will significantly reduce the search cost of imported products and improve the comprehensive search index by reducing the search cost of imported products,so as to improve the product quality.Specifically,there are two mechanisms behind them,which are to improve the industrial input-output rate of exporting countries and increase the export quantity,so as to increase the domestic export competition,So as to improve product quality.Third,the heterogeneity of cross-border e-commerce industry,country and industry will have an impact on the reduction effect of transaction cost on product quality: there is no significant difference in the impact of search cost on cross-border e-commerce industry and non cross-border e-commerce industry,but the cross-border e-commerce industry is more affected by the reduction of search cost and the improvement of product quality;Compared with developing countries,the products imported from developed countries are less affected by industry transaction costs;Compared with the high-level middle-end products and highend products industries,the low-end products and low-level middle-end products industries are more significantly affected by the industry transaction costs,that is,the impact of cross-border e-commerce on product quality through search costs is also heterogeneous.The policy implications of this study are as follows: first,China should introduce corresponding policies to promote the development of cross-border e-commerce import,and use cross-border e-commerce to reduce cost effects and improve product quality.Second,China should strengthen cross-border e-commerce foreign investment,reduce transaction costs and improve product quality.Third,China should coordinate different cross-border e-commerce sellers,reduce transaction costs and improve product quality.Fourth,China should strengthen cross-border e-commerce marketing,reduce search costs and improve product quality.Fifth,China should improve the business environment of cross-border e-commerce,reduce search costs and improve product quality.
