Study On The Efficiency Of Poverty Reduction Funds In Hubei Province

Under the current background of accurate poverty alleviation,how to effectively improve the efficiency of poverty alleviation funds is an urgent problem we need to solve.Based on previous research,this paper starts with the current situation of the use of poverty alleviation funds in Hubei Province,and uses the capital data of 28 key poverty alleviation development counties and cities in Hubei Province during 2009-2017 to select the per capita purity of rural residents from the perspectives of economic benefit and social benefit.Income,rural per capita GDP and urbanization rate as output indicators,select the total amount of financial and poverty alleviation funds from the central and provincial levels as input indicators,and build a data envelopment analysis model to improve the efficiency of capital use in poverty-stricken areas in Hubei Province in 2009-2017 The empirical analysis was carried out,and then the influencing factors of the use efficiency of poverty alleviation funds in Hubei Province were obtained by establishing the Tobit model.Finally,based on the above research conclusions,corresponding suggestions were put forward.Through the above research,the main conclusions of this paper include:(1)The capital use efficiency of 28 key poverty alleviation and development counties and cities in Hubei Province is still low,but the use efficiency of funds keeps increasing year by year,and under the stage of precise poverty alleviation The efficiency of the use of poverty alleviation funds is higher than that of the previous development-oriented poverty alleviation phase;(2)through the redundant analysis of the investment in funds,it is found that there is redundancy in the poverty alleviation fund input in Hubei Province,indicating that the investment in poverty alleviation funds has increased but did not bring corresponding The output effect is one of the important reasons for the low efficiency of poverty alleviation funds in Hubei Province.In addition,the redundancy value of funds in the precision poverty alleviation stage is also smaller than the redundancy value of the previous development stage;(3)through Hubei The theoretical analysis of the factors affecting the use efficiency of poverty alleviation funds in the province found that the local economic level,the use of poverty alleviation funds,the use ofpoverty alleviation funds,the management of poverty alleviation funds,the scale of human capital and the concentration of funds will affect the efficiency of poverty alleviation funds,and build a Tobit model.Found that the local economic level,the use of poverty alleviation funds,poverty alleviation funds The scale of management,human capital and capital concentration has a significant impact on the efficiency of poverty alleviation funds in Hubei Province.Based on the above research conclusions,the following suggestions are proposed for the efficiency of poverty alleviation funds in Hubei Province:(1)increase the total investment of poverty alleviation funds,establish a diversified capital investment mechanism;(2)strengthen the coordination and supervision of poverty alleviation funds,and promote(3)Optimize the allocation structure of poverty alleviation funds and improve the efficiency of poverty alleviation funds;(4)Formulate poverty-stricken population identification standards and improve the use of poverty alleviation funds.
