Research On Targeted Poverty Alleviation Policies And Implementation In W County, Shandong Province

One of the most important factors affecting the vigorous development of today’s world is poverty.Alleviating and even eliminating poverty is the most concerned topic of leaders of all countries and the common aspiration of people all over the world.Since the founding of the People’s Republic of China,China’s poverty alleviation work has achieved remarkable results,but by the end of 2016,there are still about 43.35 million people in poverty,and there is still a long way to go to tackle poverty alleviation.After many stages of poverty alleviation,China is now facing a new situation of poverty alleviation.Therefore,the state has put forward the innovative poverty alleviation policy of "precise poverty alleviation",which is a new innovation of China’s poverty alleviation policy thought and an important guide to continuously promote poverty alleviation in the future.Since the precise poverty alleviation policy Was put forward,pilot projects have been carried out in various poverty-stricken areas throughout the country.Many well-known domestic scholars have also conducted a lot of research on the connotation and implementation mechanism of precise poverty alleviation.Some scholars have also conducted case studies in some poverty-stricken areas in China,and have achieved many results.From the perspective of implementation of precise poverty alleviation policy,this paper uses multi-dimensional poverty theory and comprehensive anti-poverty theory as analysis tools,selects W county,Shandong Province as the research object,and through consulting domestic and foreign documents and documents of precise poverty alleviation policy and government documents of W county,selects staff members of the Poverty Alleviation Office and poor households in W county as research objects,and obtains data on-the-spot investigation.By sorting out the data,while affirming the important achievements of the precise poverty alleviation work in W county,it is found that there are some problems in the precise identification,precise assistance,precise management and precise poverty alleviation work in W county.such as the deviation of poverty data,the simplicity of aid projects,the inefficient use of poverty alleviation funds,the inadequate ability of the poverty alleviation team,and the unreasonable evaluation indicators of poverty alleviation effect,etc,a series of problems.In view of these problems,based on the relevant theory of precise poverty alleviation,some suggestions are put forward,such as strengthening the participation of poor households in the process of poverty alleviation,enriching the development and support subjects of poverty alleviation projects,strengthening the management of poverty alleviation funds,improving the efficiency of fund use,improving the construction of poverty alleviation teams,improving the evaluation index of poverty alleviation and constructing the poverty exit system.It is hoped that these suggestions can provide some reference for future poverty alleviation work in W county.
