| Poverty is a worldwide problem.Eliminating absolute poverty and realizing that poverty-stricken areas and poor people join the country to enter a well-off society in an all-round way is a solemn commitment made by the Party Central Committee with Comrade Xi Jinping at the core to the people of the country and the world since the 18 th National Congress of the Communist Party of China.In order to achieve this goal,my country creatively proposed the idea of "precise poverty alleviation",in which financial precision poverty alleviation,as an important aspect of precision poverty alleviation,has an important promotion for helping poor areas and poor people develop industries and enhance endogenous motivation and development capabilities.effect.Poverty alleviation microfinance is a special financial targeted poverty alleviation policy for poor households.It combines the strength of the government,financial institutions and society.The poverty alleviation microfinance policy is an intimate and good policy for poor households.Since 2014,the whole country has actively promoted the poverty alleviation microfinance policy,which has achieved fruitful results and achieved good economic and social benefits.At the same time,we should also recognize that there are some problems in the implementation of policies.We need to face these problems squarely,improve and innovate our work,solve these problems,make better use of policies,and let the poor people get more tangible sense of gain.This article takes the implementation of the poverty alleviation microfinance policy in Dazhou City as the research object,and through careful analysis of literature and research,studies the problems and deviations in the implementation of the poverty alleviation microfinance policy,analyzes the causes of the problems,and finally proposes solutions to the problems.This article mainly includes five parts,as follows.The first part: Introduction.It mainly introduces the research background and significance,current research status at home and abroad,research ideas and frameworks,research methods and technical routes,as well as the innovation and limitations of this article.Part 2: Basic concepts and theoretical basis.Clarified the definition of microfinance,poverty alleviation microfinance,and policy implementation,and analyzed the similarities and differences between microfinance and poverty alleviation microfinance.The theoretical basis includes new public service theory and public product theory.The third part: The development process and implementation status of Dazhou’s poverty alleviation microfinance policy.Firstly,by sorting out the policy documents,it introduces the implementation background,main stages,main content and policy implementation process of Dazhou’s poverty alleviation microfinance policy;secondly,it summarizes the implementation mechanism and implementation effects of Dazhou’s poverty alleviation microfinance policy;A brief introduction to the surveys and surveys conducted on interviews and questionnaires.Part Four: Analysis of the main problems and reasons in the implementation of the poverty alleviation microfinance policy in Dazhou City.Summarizes that the implementation of the poverty alleviation microfinance policy has insufficient publicity,the rate of obtaining loans for the poverty alleviation microfinance is far lower than the national average,the recipients do not meet the policy requirements,the use of funds does not meet the policy requirements,and the policy is implemented as "household loans for enterprises" The problems are more prominent and the difficulty of prevention and control of microfinance risks in poverty alleviation is six aspects.In response to problems,it analyzed the gaps in policy propaganda and methods,insufficient products and services for policy implementation,certain deviations in the assessment and incentive mechanism,imperfect supervision mechanism of credit funds,lack of legitimacy and effectiveness of local policies,and internal and external factors affecting risk prevention and control.Six reasons for interweaving.Part V: Suggestions for improving the implementation of the poverty alleviation microfinance policy in Dazhou City.In response to the reasons for the implementation of the poverty alleviation microfinance policy,six countermeasures and suggestions were put forward.They are: improving the level of policy publicity and education,increasing the supply of products and services,improving and perfecting the assessment and incentive mechanism,improving the fund supervision mechanism,enhancing the effectiveness of policy formulation,and taking multiple measures to prevent and defuse risks. |
