| At present,accurate poverty alleviation has become an important task of the whole Party and the whole country.Industrial poverty alleviation,as a policy measure to effectively link farmers with the market,is an important part of the accurate poverty alleviation system,and is of great significance to fundamentally solve the problem of rural poverty in China.However,in practice,it faces many problems and difficulties.The author has obtained valuable first-hand information through practical work during his assignment to the poverty-stricken areas of B city in Shaanxi Province to carry out poverty alleviation work in villages.This paper will take a large number of interviews as materials and make full use of Smith's model to analyze the difficulties encountered in the actual operation of agricultural poverty alleviation policies,and propose solutions to the problems.Suggestions.The first chapter of this paper summarizes the research progress at home and abroad,and puts forward the research content of this paper;the second chapter defines the important concepts involved in the paper,and focuses on the Smith policy implementation process model;the third chapter briefly introduces some practices and achievements of city B in industrial poverty alleviation work.And through a large number of cases from the industrial poverty alleviation related to the government,intermediary organizations,the peasants three aspects summarized the industrial poverty alleviation work there are many problems.Based on the Smith policy implementation process model,the fourth chapter comprehensively analyzes the reasons for the difficulty of implementation from the four aspects of idealized policy,target masses,executing subject and environmental factors.The fifth chapter puts forward the countermeasures to solve the difficulties in implementing the poverty alleviation policy.The main points of this paper are:Firstly,there are many problems in the implementation of industrial poverty alleviation policy,which can be summarized from the three main aspects of government,intermediary organizations and peasant masses involved in industrial poverty alleviation.The main problems of the masses are unreasonable declaration of industrial development projects,neglect of management,quick success and instant benefit,and blindly following the trend.Secondly,the main reasons leading to the implementation of industrial poverty alleviation policies are as follows: from the perspective of idealized policy dimensions,the three main reasons for the implementation of the government,intermediary organizations and peasant masses are: administrative organizations at all levels are difficult to gather the strength of all parties,insufficient capital input,insufficient space for policy innovation;the existence of intermediary organizations;The public questioned the credibility of the policy,and the positive incentives and negative constraints of the policy were insufficient.From the perspective of target group,the three main reasons are: administrative organizations at all levels are confronted with the emotional conflict of the target group because of the intricacy of various contradictions,"strange majority obeys minority phenomenon" and the difficulty of defining standards;the middle organizations are confronted with the objective because of the doubts about the form of cooperatives and the lack of contractual spirit.The trust crisis of the target group;the ability of the target group is difficult to adapt because of the low educational level,the shortage of funds and the lack of effective labor force.From the perspective of the executive subject,the three main reasons are: the administrative organizations at all levels are difficult to balance the interests among the participants;the weak economic foundation of the intermediate organization and the difficulty in mobilizing the enthusiasm lead to the weak willingness of the executive subject to play its role;the masses think that the executive subject can not play its role;Force is hard to match.From the environmental dimension,the complicated economic,social and natural environment,such as low agricultural income,great changes in the income structure of farmers,declining rural attractiveness,complex clan nepotism in rural areas,relying on the rise of ideas,frequent natural disasters and so on,has caused many difficulties in the implementation of industrial poverty alleviation policies.Thirdly,the main countermeasures to solve the implementation of industrial poverty alleviation policy are: from the perspective of idealized policy dimension,we should strengthen support,improve the screening mechanism and enhance the credibility of the policy;from the perspective of target groups,we should ease the antagonism,enhance the mutual trust between the masses and economic cooperation organizations,and improve the ability of the masses themselves;From the main dimension,we should change the role of the government,mobilize the enthusiasm of village-level organizations,and enhance the driving capacity;from the environmental dimension,we should increase the comparative income of agriculture,promote the inclination of public service resources to the countryside,strengthen the management of rural folkways,and improve the ability of agricultural disaster prevention and mitigation. |
