The current situation of population aging is severe, with the loss of young population in rural areas. The elderly in rural areas will face even more severe challenges in their retirement.Exploring new paths and new supply-demand balance points for rural elderly care services is a key aspect of upgrading elderly care services.Currently, there is an urgent need to address the problems of outdated basic conditions, single service forms, and uneven service levels in rural elderly care service institutions,in order to meet the strategic requirement of ensuring that elderly people in rural areas have a comfortable, dependent, happy, and safe life. This study takes the example of the Township Senior Care Home in County A,Fushun City,Liaoning Province.By reviewing relevant elderly care policies in Liaoning Province, employing methods such as on-site research, interviews, and literature review, and analyzing the supply content of the local government and elderly care institutions along with the demand from the elderly residents, the study identifies the existing supply-demand imbalance in elderly care institutions in County A.The identified problems primarily include: limited options for spiritual comfort in elderly care institutions, lack of diversity in management models, and insufficient external care;inadequate disease prevention and screening in healthcare services,as well as unfair allocation of medical expenses for elderly individuals with chronic diseases;and discrepancies between the supply and demand of daily care services, imbalanced structure and quantity of elderly care personnel, and the presence of Matthew effect patterns in elderly care services in County A.The causes of these problems are attributed to limited forms of spiritual comfort due to the involvement of multiple parties, imbalanced development of healthcare and elderly healthcare demands, and restricted development of elderly care institutions due to local economic conditions. The following recommendations are proposed to address the aforementioned issues: promoting diverse participation in spiritual comfort within rural elderly care institutions, establishing a long-term and effective medical care and support system, and optimizing fund allocation to promote diversified elderly care models in rural areas.
