Fujian Road and Bridge Construction company is a typical medium-sized construction company.The company grew up rapidly within the system and become a leading local construction enterprise.With the rapid development of socialist market economy,the company completed its restructuring in 2005,and it was pushed to the crosshair of the market.In addition,the complex external environment then often led to the fluctuations in the total amount of construction projects,which resulted in large fluctuations in human resources demand.How to achieve sustainable development in the complex and uncertain market environment has become the central issue of the company.This paper takes the project of Fujian Road and Bridge Construction Co.,Ltd.as the research object,and combines the theory of flexible management of human resources with the theory of flexible management of engineering projects.Further,the applications of flexible management theory of human resources in human resources management in engineering projects are investigated.From the view of practicality and operability,this paper provides a reference for human resources management.Firstly,based on the characteristics of construction enterprise project and the current situation of human resources management in Fujian Road and Bridge Construction Co.,Ltd.,this paper analyses the fluctuation of human resources supply and demand caused by the complex external environment,and points out the existing problems of human resources management in Fujian Road and Bridge Construction Co.,Ltd through data collection and field investigation;furthermore,the flexible management measures for human resources are proposed.In recent years,the flexible management measures for project operation,project organization structure and project team are implemented.The results show that the implementation of effective flexible management of human resources can not only avoid excessive redundant personnel in the cold winter of the economy,but also ensure that sufficient human resources are ready to meet the market demand when the economy recovers.Finally,the actual financial data show that the management method proposed in this paper can effectively mitigate the shortage of human resources in the peak period of project production,and reduce the serious redundancy of human resources in the unsaturated period of production,and greatly improve the performance and profitability of enterprises,which provides new ideas for the sustainable development of enterprises.
