CRRC Changchun is the leading company of CRRC.In the “13th Five-Year Plan” development strategy plan,it put forward the vision of “becoming a world-class enterprise in the rail transit industry”.The comprehensive literacy and management level of middle-level cadres directly affects and even determines the company's development.With the constant changes in the external environment,the middle-level cadre team of CRRC Changchun has gradually exposed the shortcomings that cannot adapt to the development of the enterprise.How to quickly improve the business capability and management level of this middle-level cadre team,how to build a scientific and effective The middle-level cadre training system has become a challenge and an urgent problem to be solved by CRRC Changchun.In view of the problems existing in the training of middle-level cadres of CRRC Changchun,the competency model is used as the entry point to improve the investment return rate of training,and a scientific and effective middle-level cadre training system has been established to realize the strategy for CRRC Changchun.The vision and goals provide a solid cadre guarantee and have certain practical significance.This paper is divided into four chapters.The first chapter is the introduction.It mainly introduces the background and significance of this paper,the research methods and contents applied in this paper,the theoretical review of competency and competency model and the training based on competency model.System design process.The second chapter mainly introduces the current situation of the middle-level cadres of CRRC Changchun,the development of training work and the existing problems.The main problems in middle-level cadre training are lack of training needs research,lack of customized curriculum design and lack of training effect evaluation and results transformation.Then the idea of solving the problem was expounded,that is,the general competency model of the middle-level cadres ofCRRC Changchun was first established;then the competency of middle-level cadres was evaluated,and the gap analysis was compared as the main basis for training needs;Training plan design;Finally,establish an effective training effect evaluation mechanism and training results transformation mechanism.The third chapter mainly introduces the construction and competency gap analysis of the middle-level cadre competency model of CRRC Changchun.Through the various steps of the competency model construction,this paper establishes a competency model of nine dimensions such as political quality.Then,the evaluation of the selected 30middle-level cadres was evaluated.Through evaluation,it was determined that the middle-level cadres of CRRC Changchun had shortcomings in the three dimensions of international literacy,overall concept and role cognition,which was used as the follow-up training plan design.the key of.The fourth chapter mainly introduces the design of the middle-level cadre training system of CRRC Changchun based on the competency model.The training system includes training needs research,training course setting and scheduling,selection of training methods and training results transformation and evaluation.Building a scientific and effective middle-level cadre training system based on competency model can effectively solve the problems existing in the middle-level cadre training of CRRC Changchun and most state-owned enterprises,so it has epoch-making significance.
