At present,China has established different types of protected land systems covering nature reserves, scenic spots, forest parks, geological parks, wetland parks, etc. However, problems such as unclear land boundary, unclear functional division, and unreasonable protection and utilization have become the current issues. The bottleneck in the construction of the protected land system, how to realize the originality and integrity of the natural ecosystem in the park and the rational use of the land to achieve its comprehensive benefits have become the main problems that need to be solved in different types of protected land systems. In response to a series of prominent problems in China’s nature reserves,China has proposed a national park system, and proposed innovations in various aspects such as ecosystem protection, management system, coordinated development of the community, and legal system. To this end,a series of policy programs and institutional developments in national parks have begun to receive attention.Taishan National Forest Park is part of China’s natural reserve system and is an inevitable part of the national park development plan in the future.Taking Taishan National Forest Park as an example, this paper explores and analyzes the land problems and solutions from the micro level through the following three parts, which provides a certain reference for the construction of China’s national park system.(1)From the multi-agent perspective, explore the diversified entities within the national park, namely government, enterprises, community residents, tourists, and based on game theory and stakeholder theory, and take Taishan National Forest Park as an example. The analysis of the interest disputes between the internal multi-subjects,so as to achieve cooperation in the game, and build four major cooperation frameworks.(2)Functional division of Taishan National Forest Park from the perspective of four main subjects.First, the government’s protected area planning is the dominant factor.Secondly, the distribution of community residents in Taishan National Forest Park is combined, and the distribution of enterprises is analyzed. The above three main factors are spatially described using GIS technology.Tourists are the most important main elements in the Taishan National Forest Park, but they cannot describe them spatially.Based on this, this paper quantifies the perception of tourists by using the opportunity spectrum and the questionnaire survey to realize the main elements of tourists.Description of the space. Finally, considering the four main elements of the government, community residents, enterprises and tourists, the Taishan National Forest Park is divided into four functional areas, namely, the core conservation area, the core landscape area, the traditional utilization area, and the management service area;(3)After being divided into four functional areas, the papers collected the relevant land use patterns.Based on the previous literature and the specific conditions of the Taishan National Forest Park, the four functional areas were constructed using land use patterns, namely land.Resource ecological protection mode, cooperative symbiosis mode, comprehensive development model of ecotourism agriculture, and community participation management mode.On this basis, from the perspective of system theory, the functional areas of each functional area must also take into account the operation of the overall area,in order to achieve interaction and connection between different functional areas, and prevent the four functional areas from being out of touch with each other.Unbalanced problem, based on the functional regional model, with the overall cooperation framework of “government-led,resident participation, enterprise operation, and visitor interaction”,and adopting the means and methods of “dynamic control, collaborative optimization,real-time monitoring” The overall model of the region to achieve sustainable land use.
