A Research On The Land Use Zoning Based On The Main Function Zoning

The extensive use and the unreasonable layout of land resources lead to a low intensity of land use, which restrains the development of our country’s economy. In order to improve the land use efficiency and the policies, adjusting industrial structure, our country put forward the concept of main function region in the11th5-year plan. It sets Wuhan metropolitan area as the key area to be an important support of Midlands’s rise. Wuhan metropolitan area is at the accelerated development’s stage of urbanization and industrialization. It faces not only the opportunities of stimulating domestic demand and the industrial transfer in eastern region, but also the problems of serious environmental pollution, resources’ tight supply and the indecisive area functions. Therefore, it is imperative and urgent to plan the land use layout of Wuhan metropolitan area scientifically, which is based on the concept of the main function regionalization and strategy of sustainable development.Firstly, this paper reviews the literatures on the progress of land use spatial layout and main function region from home and abroad. And the coordinating relationships between "two areas" are also discussed. Secondly, several problems, especially the land use problems during the regional developing are analyzed from three aspects:the features and the status of Wuhan metropolitan area’s development. Thirdly, inform the perspective of district and county, it can establish the index system which is in accordance with the target of main function regional construction. Fourthly, the main function regions are partitioned in Wuhan metropolitan area with some means. And land use functional zoning is accomplished by the niche fitness model. On this basis, combining with the result of main function zoning, Wuhan metropolitan area is partitioned into five areas. And then the land use spatial layout has been done. Finally, this paper discusses the way to formulate the differentiated policies of the zoning result. Moreover, some reasonable suggestions are proposed. The process and result can not only extend the theory of land use spatial layout, but provide an efficiency approach to implement the differentiated policies. Beside these, they also help to distribute the resources reasonably and divide the labor of industry rationally.
