| In October 2005,Tianjin Binhai New Area was officially established.In May 2006,Tianjin Binhai New Area was added into national development strategy.In 2006,Tianjin Binhai New Area was approved to be the first national comprehensive reform pilot area.In 2009,the State Council approved Tianjin Binhai New Area to start the management system reform to withdraw Tanggu,Hanggu,Da Gang and The People's Government of Tianjin Binhai New Area was set up.In 2013,another round of management system reform was initiated.In 2015,the China(Tianjin)Pilot Free Trade Zone(hereinafter to be referred as Tianjin Free Trade Zone)was established.After around twenty-year's development,the GDP of Tianjin Binhai New Area reached around RMB 930 billion yuan in 2015.It was known as "the tertiary China's economic growth pole".With the rapid growth of economic,how to upgrade the industrial structure of Tianjin Binhai New Area becomes a task of top priority.It's worth thinking over and studying on how China(Tianjin)Pilot Free Trade Zone carry out financial innovation,optimize financial services,to enhance the efficiency of resources allocation,thus to promote the upgrade of industrial structure in Tianjin Binhai New Area.It does not only has theoretical guidance function for our country's financial system reform and upgrading of industrial structure,but also has a strong practical reference meaning and will has a profound impact on China's economic development.Based on in-depth study on the current situation of financial innovation in Tianjin Free Trade Zone and the characteristics and problems of industrial structure in Tianjin Binhai New Area,we have a profound understanding of Tianjin free trade zone's development model,preferential policies and regulations related to finance,financial innovation situation,industrial structure and other aspects of Tianjin Binhai New Area.Through in-depth analysis and carefully sum up,we conclude that the Tianjin Binhai New Area's industrial structure presents “Two-Three-One” feature.The secondary industry accounts for a relatively higher proportion,in which the R&D fund input is relatively lower,technological innovation is lack and the added value is not high.The tertiary industry accounts for a relatively lower proportion,especially the modern services industry such as financial industry accounts for very low proportion.Tianjin Binhai New Area's industrial structure is currently in the late stage of industrial development and is currently in transformation and upgrading stage to developed economy.Now it's badly in need of upgrading and optimizing of industrial structure.It's in need of reducing the proportion of the secondary industry,increasing scientific research strength,enhancing scientific and technological innovation ability to increase the scientific and technological content and added value of the secondary industry.At the same time,we need to speed up the development of tertiary industry and increase the proportion of the tertiary industry especially the proportion of modern services such as finance industry,thus to promote the optimization and upgrading of industrial structure.Based on financial innovation and industrial upgrading related theories,drawing successful experiences about how to carry out financial innovation to support industrial upgrading and optimization from developed countries and in combine with the actual situation of Tianjin Binhai New Area,we propose to carry out financial innovation by focusing on providing services for increasing the added value and quality of the secondary industry and increase the proportion of the tertiary industrial especially the modern services' proportion such as finance. |
