Research On Accurate Poverty Alleviation In Jingyu County

In the report of the 18 th National People’s conference of the Communist Party in China,General Secretary Xi Jinping proposed the development goal of building a well-off society in an all-round way by 2020.In the report of the 19 th National Congress,it was emphasized that all poor people should be lifted out of poverty as scheduled,they must resolutely win the fight against poverty.By the end of 2017,there were 30.46 million poor people in the country,the incidence of poverty was3.1%,and 12.29 million poor people were lifted out of poverty.The incidence of poverty fell by 1.4% in the previous year.As the number of poor people continues to decrease,the difficulty of poverty alleviation is becoming more and more difficult.Poverty-stricken areas in poverty-stricken areas are the key to building a well-off society in an all-round way,and have become the focus and difficulty of precision poverty alleviation and development work.The "Thirteenth Five-Year Plan" period is the decisive period for China’s poverty alleviation.On June 23,2017,General Secretary Xi Jinping held an overall symposium on poverty alleviation in deep poverty areas,proposed to ensure that In 2020,all the poor people will be lifted out of poverty on schedule,poverty-stricken areas should be placed in the first place to get rid of poverty.In 1994,the state determined 592 poverty-stricken counties by delineating poverty-stricken areas.After the national adjustment of the poverty line in 2012,the State Council Poverty Alleviation and Development Team determined 665poverty-stricken counties.By 2018,the State Council Leading Group for Poverty Alleviation and Development had re-identified 585 poverty-stricken counties.Among them,there are 8 poverty-stricken counties in Jilin Province that need to be lifted out of poverty.Jingyu County is one of the eight poverty-stricken counties in Jilin Province.It’s located in the southeast of Jilin Province,with a large minority population and outstanding poverty problems.Whether Jingyu County can get rid of poverty as scheduled is of great significance for Jilin Province to get rid of poverty and build a well-off society.This paper takes Jingyu County as the research object to carry out research on precision poverty alleviation.Firstly,analyzes of the poverty alleviation experience of developed countries and developing countries abroad.Secondly,analyzes of the current situation,characteristics and poverty alleviation model of Jingyu County’s precision poverty alleviation.Then,using the entropy method,Set up Jingyu County’s accuracy poverty alleviation performance accuracy indicator system,appraised and analyzed Jingyu County’s precision poverty alleviation performance from 2013 to 2017,analyzed the constraints of Jingyu County’s precision poverty alleviation with empirical analysis as the starting point,and finally proposed countermeasures.
