In the last few years,the state has vigorously promoted the implementation of PPP project for urban underground utility tunnel.Zhengzhou,as one of the pilot cities,has got extensive attention.At the same time,the rapid development of utility tunnel exacerbates project risks.Risk management,as a very important link in the project implementation process,has become one of the necessary tasks for the study of utility tunnel PPP project.Taking the PPP pilot project of Zhengzhou utility tunnel as the research object,this paper gets the risk grade and the important risk factors of the project through the risk identification and the risk assessment,and gives the countermeasures and suggestions of these important risk factors,in order to provide the reference for the implementation of other utility tunnels in Zhengzhou and even in the whole country.Firstly,this paper introduces the current situation and existing problems of Zhengzhou utility tunnel PPP pilot project.Secondly,it identifies 21 risk factors of the project through the combination of literature research and Delphi method,and divides them into project preparation period risk,project construction period risk,project operation period risk and project full-cycle risk.Thirdly,through the combination of Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation,it evaluates that the risk grade of the project belongs to a more serious category and the important risk factors of the project are financing risk,construction period risk,contract risk,land acquisition risk,design risk,entrance risk,income risk and policy and legal risk.Finally,combining with the experiences of Zhengzhou utility tunnel PPP project,the paper summarizes countermeasures and suggestions to deal with important risks of utility tunnels.
