Study On Quarantine Supervision Of Wooden Packaging Of Imported Goods After The Implementation Of ISPM NO.15

With increasingly frequent international trade,use of the wooden packaging has been increasing for its unique advantages in the trade,then people all over the world began to recognize that wooden packing materials have very high quarantine risk.With the epidemic situation intensified,all countries implemented strict quarantine measures to the wooden packaging according to the national conditions and the quarantine epidemic situation.Aimed at this international problem,the International Plant Protection Convention Organization(IPPC)issued a unified international standard about wooden packaging quarantine supervision in 2002,namely ISPM NO.15.Since then,all countries gradually adopted the standards and reformed the regulatory measures of domestic wooden packaging quarantine.Our country began to implement this international standard in 2006.In this paper,quarantine supervision measures of inbound good' s wooden packaging before and after ISPM NO.15 implementing between our country and the other major trading partners was compared,combined with other countries' solutions of implementing ISPM NO.15,the pests carried in the wooden packing of China's inbound port intercepted goods from January 2003 to December 2016 was studied.The paper deeply discussed two aspects of origin countries of wooden packaging epidemic situation and types of carried harmful organisms based on analyzing the overall situation.The result showed that although the biopsy epidemic pest species intercepted in ports decreased significantly after the implementation of international standards of wood packaging in China,in recent years,wooden packaging pest epidemic that inbound goods carried is still very serious.China inbound goods' wooden packaging epidemic shows the following characteristics:the regional characteristics of China inbound goods in wooden packaging are obvious,and the epidemic situation in United States,Taiwan,Hong Kong,Japan,Korea and Southeast Asia is most severe;The pests intercepted showed complexity and diversity,and mainly concentrated in the quarantine pests such as Bursaphelenchus xylophilus.According to study and analysis of the above epidemic situation,some problems aimed at the quarantine supervision measures of inbound wooden packaging was found.This paper analyzed harmful biology epidemic situation carried in wooden packaging and concluded quarantine supervision situation of inbound wooden packaging before and after international standard publishing in China and other major trading nations of the world.Took use of five aspects of the team construction of quarantine supervision,quarantine management measures,quarantine departments cooperation,enterprise credit management and pest risk analysis as breakthrough points and put forward five targeted improvement suggestions for current inbound goods ' wooden packaging quarantine supervision measures in our country.Improving the quarantine efficiency through strengthening wooden packaging quarantine supervision measures of inbound goods,so that exotic pests entering our country with used wooden packaging in trade was prevented to protect our biology safety in our country,and also ensure inbound port goods to express declare in the custom.
