Research On The Present Situation And Performance Evaluation Of Financial Poverty Alleviation In Jiangxi Province

The issue of poverty is the focus of long-term concern of governments and the arduous task that countries urgently need to resolve.As the largest developing country in the world and one of the most populous countries in the world,China has been plagued by poverty.Eliminating poverty and achieving common prosperity are the essential requirements of the socialist system.Since the reform and opening up,the Chinese government has effectively emancipated and developed its productive forces through a series of institutional arrangements such as economic system reform,poverty alleviation and development,and minimum living guarantees,continuous scientific and technological progress and innovation,and human resources development.Economic growth and poverty reduction achievements.The Chinese government has achieved remarkable results in poverty reduction,and fiscal funds have contributed to poverty alleviation.In recent years,the central government's special poverty alleviation funds have increased substantially,and the number of large numbers has increased by 20 billion annually.This fully reflects the financial emphasis on poverty alleviation.The key point is to win the battle for comprehensive poverty alleviation in 2020.As a famous revolutionary old district,Jiangxi Province is the main battlefield for poverty alleviation.In recent years,Jiangxi Province has been closely following the pace of the country,formulating and developing poverty alleviation policies and measures in line with Jiangxi's characteristics,and striving to alleviate poverty in 2020,so that the poor and poor areas can join the country in entering a comprehensive well-off society.However,the poverty alleviation still faces serious challenges.In order to meet new challenges in poverty alleviation work,it is necessary to reveal what kind of poverty alleviation measures and means are active and effective.How to allocate financial poverty alleviation funds can achieve the best results.In view of this,this paper intends to study the performance of financial poverty alleviation in Jiangxi Province.This paper firstly describes the current situation of rural poverty in Jiangxi Province and finds that the current poverty-stricken population in Jiangxi Province is still large.Among them,poverty-stricken and returning to poverty account for 45% of the rural poor.In addition,the rural labor force has a low level of education,and the proportion of junior high school and below is as high as 80%.In order to further study the effect of financial poverty alleviation in Jiangxi Province,the author selected the appropriate poverty alleviation performance indicators and capital investment indicators based on the previous research,and used Jiangxi Province from 2010 to 2016.Panel data of 21 national poverty-stricken counties,using principal component analysis method to obtain comprehensive poverty alleviation indicators in each year,and obtain comprehensive scores and rankings of poverty alleviation results in each county.Finally,using fixed effect models and mixed regression models to measure the poverty alleviation performance of Jiangxi Province Conduct an evaluation.Through the research of the performance of financial poverty alleviation in Jiangxi Province from 2010 to 2016,the following conclusions are drawn:First,the 21 poverty-stricken counties in Jiangxi Province,the total amount of poverty alleviation funds in each county has a significant positive correlation with the performance of overall poverty alleviation funds.The greater the amount of poverty alleviation funds,the lower the incidence of poverty,and the disposable population in rural areas.The higher the income,the better the effectiveness of poverty reduction.Second,industrial poverty alleviation,financial poverty alleviation,infrastructure poverty alleviation,education poverty alleviation,and social security and poverty alleviation in Jiangxi Province have a significant positive effect on the increase of per capita disposable income and the reduction of poverty in poor areas,including infrastructure construction.The positive impact of poverty alleviation on poverty alleviation is most significant.Third,based on the empirical analysis of the performance of financial poverty alleviation in Jiangxi Province,it proposed to increase investment in financial poverty alleviation funds,increase investment in infrastructure construction,strengthen the results-oriented allocation of financial poverty alleviation funds,innovate the use mechanism of poverty alleviation funds,and increase education.Training inputs,improving the social security system and other proposals to improve financial poverty alleviation performance.
