Evalution And Improvement Of Financial Poverty Alleviation Efficiency Of China From The Perspective Of Inclusive Finance

Financial poverty alleviation is an accelerator to implement the goal of all poverty-stricken counties in China in 2020 to get rid of poverty and comprehensively build a well-off society.It is also a hematopoietic agent for the continued income of the poor.In March 2016,the seven ministries and commissions including the People's Bank of China jointly issued the 'Implementation Opinions on Financial Assistance for Poverty Alleviation',clearly proposing to enhance the accuracy and effectiveness of financial services for poverty alleviation.However,the profit-seeking nature of capital and the absence and dislocation of the government's supporting system for a long time make it difficult for credit funds to target and flow to poverty alleviation targets,resulting in extensive flooding of credit funds in poverty-stricken areas,insufficient funds to accurately target poor people,and the emergence of financial poverty alleviation efficiency.Therefore,in-depth study of the current situation of China's financial poverty alleviation,on the one hand,helps to explore the practical path to improve the efficiency of financial poverty alleviation,and achieve sustainable development for financial poverty alleviation institutions in all regions on the basis of balancing economic goals.On the other hand,provide support and guarantee for all kinds of financial poverty alleviation institutions to provide sustainable financial services to the poor.In order to explore the implementation of financial poverty alleviation in China,this paper adopts a combination of literature review and empirical research.Firstly,according to the inclusive financial theory,the input indicators are constructed from three aspects: reflecting the breadth,depth and human capital investment of financial services,and constructing output from four aspects: measuring farmers' income ability,consumption ability,output ability and poverty alleviation ability.Then,the super efficient DEA model was used to measure the efficiency of financial poverty alleviation in 31 provinces and cities in China during 2013-2016.The empirical results show that:(1)in general,China's financial poverty alleviation efficiency is generally rising in volatility;(2)from the perspective of regional,financial poverty alleviation efficiency is significant,but the gap is gradually narrowing,with the central region and the western region enjoy more financial resources,and the poverty alleviation efficiency pattern hasevolved from 'eastern region>western region>northeast region>central region' to'western region>eastern region>middle region>northeast region';(3)scale efficiency is not high is the main reason that restricts the efficiency of China's financial poverty alleviation.Then,from the three dimensions of government,financial market and society,the factors affecting the efficiency improvement are identified.The study finds that financial intermediation efficiency,financial correlation rate and household savings rate can significantly improve the efficiency value,and the effect of household savings rate is more obvious.An increase in the income gap will reduce the efficiency value.Finally,based on empirical results and six characteristics of inclusive finance,this paper proposes strategies to improve the efficiency of China's financial poverty alleviation.In general,the innovations of this paper are as follows:(1)applying the inclusive financial theory to the research of financial poverty alleviation,and discussing the main problems in the financial poverty alleviation work;(2)trying to construct a universality China's financial poverty alleviation efficiency evaluation index system.
