Research On Benefit Compensation Of Cotton Farmers In Xinjiang Cotton Region

China is the largest cotton consumer and importer,and also is the largest exporter of textile products in the world.The production and supply of cotton in China is mainly concentrated in California,Xinjiang,China.In recent years,the main cotton production areas in China have evolved from the Yangtze River Basin,the Yellow River Basin and Xinjiang,"three feet stand" evolved into Xinjiang "a single big",Xinjiang has become the main cotton crop production area in China by virtue of the superior agricultural resource conditions of cotton planting.At present,cotton production in Xinjiang has been stabilized,ensured the effective supply of commodity cotton,it has made great contributions to the social stability and long-term stability of Xinjiang and the national cotton strategic security,and is an important guarantee region for the strategic security of cotton in China.However,in recent years,the international cotton market has continued to be depressed,the domestic cotton market prices have fluctuated sharply,the cotton quality has declined,the export has been difficult,and the cotton production efficiency has been low,the increasing risk of increasing income of cotton farmers and the main cotton production areas in China is greatly reduced in Space,resulting in a large Gap in Cotton production and demand in China,the domestic cotton supply security is facing severe challenge,Xinjiang cotton region is in the key problem area,and the imbalance of cotton farmer interests is the root of the problem.Cotton production of cotton farmers in Xinjiang has not only the social function of guaranteeing income of cotton farmers,maintaining livelihood of cotton farmers,realizing the social stability and lasting stability of Xinjiang and the goal of national cotton strategic safety,but also the ecological function of conserving soil and water,improving soil,regulating climate and the environmental function of beautifying nature,protecting environment and absorbing carbon emissions.Nevertheless cotton farmers have not to get corresponding compensation for this function,and the loss of higher opportunity cost in cotton production,the benefits of cotton farmers are not guaranteed.In order to solve the imbalance of cotton farmers interests in Xinjiang cotton region and ensure the security of cotton supply in our country,studying the dilemma of compensation for the interests of cotton farmers in the main cotton producing areas of Xinjiang to realize the "13th Five-Year Plan" for the development of Xinjiang cotton industry,maintaining the strategic security of cotton in China is an urgent problem to be solved.Taking Xinjiang's main cotton producing areas as an example,this paper uses comparative analysis method,questionnaire survey method and fuzzy comprehensive analysis method to sort out the benefits compensation policies for cotton farmers in Xinjiang's main cotton producing areas,evaluates the effects of the existing benefits compensation policies for cotton farmers in the existing cotton producing areas and draws lessons from the benefits compensation policies for cotton farmers in the world's main cotton producing countries,and studies the benefits compensation policies for cotton farmers in Xinjiang's main cotton producing areas,their shortcomings and the benefits compensation characteristics of cotton farmersin the world's main cotton producing countries.It is pointed out that the current profit compensation policy is generally in operation,but the compensation effect is obvious,the main manifestation is that cotton planting intention has recovered,the income of cotton farmer has been guaranteed,cotton quality has been improved obviously,cotton sowing area has been stabilized effectively and cotton yield has been increased greatly.The policy objectives of cotton farmers benefit compensation policy in Xinjiang are diverse,the expected increase of cotton farmers income is unstable,the WTO risks are not avoided,the safeguard mechanism is imperfect,the subsidy environment is not transparent,and the compensation effect require improving;there are four characteristics of cotton farmers interest compensation in the world main cotton producing countries.One is that the policy is aimed at protecting the interests of cotton growers,the other is the variety of subsidies and the diversification of subsidy objects,and the third is that developed countries pour attention into avoiding trade disputes in their subsidy policies,fourth,the policies of developing countries pay more attention to raising the level of cotton cultivation.At the same time,in order to solve the imbalance of cotton farmers interests in Xinjiang cotton region and ensure the security of cotton supply in China,on the basis of the above research,CVM,parameter comparison,direct cost and comparative analysis method are used to further design the scheme of compensation for the benefit of cotton farmers in Xinjiang cotton region.The conclusion shows that the standard of benefit compensation for cotton farmers in Xinjiang is 4 214.3298 ~ 4 528.0297 RMB,per hectare.Compensation shall be made in the form of cotton industrial policy,cotton means of production and cotton planting infrastructure.The main compensation subjects are the central government,local government and cotton consumers.The sources of compensation funds are special national investment and special regional agricultural funds.In addition,what is the compensation effective? What parts of the compensation plan need to be improved and perfected? Information feedback and multi-party supervision should be carried out from the angle of stakeholders,so as to effectively improve the interest compensation scheme design scientific and reasonable.
