Analysis On Xinjiang Cotton Farmers' Cotton Planting Willingness And Its Affecting Factors Based On The Background Of Cotton Target Price Subsidy Policy

In 2014,China's Central Document No.1 officially established in Xinjiang to implement cotton price subsidy policy.Xinjiang is an important cotton producing area in China.The cotton industry is an important pillar industry of rural economy.It is related to cotton fanners' economic income,which is related to the stability of Xinjiang society and the development of cotton industry in China.Cotton target price subsidy policy target group is cotton farmers,analysis of cotton farmers willing to cotton from the perspective of cotton farmers to study the implementation of the policy,to improve the policy has practical significance.Based on the historical evolution of China's cotton subsidy policy and the main content of the current cotton price subsidy policy,this paper expounded the current situation of cotton production in Manasi County,Xinjiang,and analyzed the cotton planting area and the cotton planting area in Manasi County Production of the positive relationship between the 2014,2015 Manasi County cotton target price subsidy policy implementation.Secondly,based on the 235 valid questionnaire survey data of Mannasi County,this paper analyzed cotton farmers' willingness to cotton cultivation,and used the Likert scale to analyze the cognition and satisfaction of cotton farmers target price subsidy policy in Xinjiang,and analyzed the cotton farmers' subjective will tendencies to cotton cultivation from ten cognitive indicators,nine satisfaction indexes and eight indicators of subjective tendencies.Finally.the Logistic Binary Regression model was used to analyze the influencing factors of cotton farmers' willingness to plant cotton.The results of the paper are as follows:First,cotton fanners have a higher degree of policy awareness of the policy subsidy object,seed cotton sale time,planting area declaration audit system,the lower the degree of awareness of the policy principles,Lint cotton in the library public inspection system,the subsidy of the payment system;cotton fanners on the policy of higher satisfaction with the main content of the policy,policy guidance services,low satisfaction with the subsidy funds payment system,subsidized price level.Although cotton farmers' willingness to cotton is 74.1%,there is still a high proportion of "unclear" and"negative" conditions in the subjective tendencies of farlers.Second,after empirical analysis,cotton farmers on the cotton planting will affect the significant factors include ten,they are:cotton farmers education level,production costs,cotton acreage,cotton prices,cotton way,the average aunual net income,The impact of agricultural prices on the application of pesticide fertilizer,the impact of policy subsidies,policy awareness and satisfaction.Thirdly,it is possible to analyze the problems existing in the course of concrete implementation of the cotton target price subsidy policy by using the Smith model from the four aspects of the policy formulation itself,the implementing agency,the target group and the implementation environment,and then put forward the following countermeasures:Price subsidies policy;to promote the cotton side of the structural reform;strengthen agricultural technology promotion and services;improve the cotton subsidy policy system.
