Study On The Development Of Cotton Industry In Xinjiang Under The Target Price Reform Of Cotton

In 2019,Xinjiang cotton planting area accounted for more than 3 / 4 of China’s cotton planting area,cotton output more than 4 / 5 of China’s total cotton production,in China’s cotton industry occupies a pivotal position.Since 2014,with the further deepening of the reform of the target price of cotton,the state financial pressure has been eased,cotton prices return to the market,cotton industry into a coordinated and healthy development track.At the same time,the development of cotton industry has also exposed some problems in the process of cotton target price policy.In order to clarify the impact of cotton target price reform on the development of cotton industry in Xinjiang since its implementation,this paper takes Aral,Xinjiang as an example,through key interviews,analysis and research,find out the problems faced by the development of cotton industry in Xinjiang,and put forward corresponding countermeasures and suggestions.The main research of this paper is as follows:The first part mainly introduces the research background,the research goal and the significance,the domestic and foreign correlation research summary,and elaborates the paper research content,the research method and so on.The second part is the definition of related concepts and theoretical basis.Explain the cotton target price policy and related concepts of cotton industry,introduce the main theory and research involved in this paper,provide theoretical support for the analysis.The third part is the cotton target price policy reform outline.This paper introduces the background and Measures of cotton target price policy,analyzes the mechanism of target price policy reform,and puts forward corresponding countermeasures and suggestions for optimizing target price reform.The fourth part is the analysis of the impact of cotton target price reform on the development of cotton industry in Aral,Xinjiang.This paper analyzes the current situation of cotton industry in Xinjiang and Aral,Xinjiang and the implementation of cotton target price policy,and clarifies the influence of cotton target price reform on the development of cotton industry in Aral,Xinjiang.The fifth part is the analysis target price reform Xinjiang cotton industry development facing the problem.Under the target price reform of cotton,based on the specific situation of the cotton industry in Aral,Xinjiang,from five aspects: Cotton Varieties,the overall income of cotton growers,the management risk of cotton processing enterprises,the cluster effect of cotton industry and the management mechanism,this paper analyzes the problems faced by the cotton industry in Xinjiangunder the background of cotton target price reform.The sixth part puts forward the countermeasures and suggestions to promote the cotton industry in Xinjiang under the background of cotton target price reform.According to the qualitative analysis,this paper puts forward some countermeasures and suggestions to improve the development of cotton industry in Xinjiang.The seventh part is the conclusion.Summarize the main research achievements,shortcomings and problems that need to be solved further.Through the analysis and research of this paper,the following problems are found:cotton varieties and single structure affect the quality of cotton;cotton processing enterprises directly face the market,facing increased business risks;the downstream industrial cluster of cotton is not obvious,the value and radiation effect of cotton industry are not fully reflected,and the management mechanism of cotton industry is not perfect,which affects the sustainable development of cotton industry.In view of these five problems,the following five suggestions are put forward: to cultivate fine varieties of cotton,to increase scientific research and innovation,to cultivate new varieties of machine-picked cotton,to encourage international cooperation and to introduce foreign fine germplasm resources.In order to raise the income level of cotton growers,the management level and production efficiency of cotton growers should be improved,so as to change the cotton production from cost-driven to innovation-driven,promote the cotton industry to high-quality development,and increase the support for cotton growers.In terms of enhancing the market competitiveness of cotton processing enterprises,we will increase support for cotton processing enterprises to upgrade their technology to adapt to machine-picking cotton processing,improve the quality and grade of machine-picking lint cotton processing,and further optimize the public inspection process for cotton,improve the efficiency of cotton transportation circulation,so as to improve the market competitiveness of processing enterprises.In deepening the gathering of cotton industry in Xinjiang,we will vigorously develop existing enterprise clusters and set up cotton industry groups;we will transform industrial development from a resource-based to an economic-based industry,and strengthen cooperation with leading enterprises in related links at home,the government should take the lead in speeding up the construction of rural public goods and improving the social service system for the development of the industrial clusters,thus creating convenient conditions for the industrial clusters.In terms of improving the management mechanism of the cotton industry,standardizing the market management mechanism,standardizing the conduct of the seed market,cotton growers and cotton processing enterprises,andimproving the quality of cotton,and establishing a target price subsidy distribution system that matches the cotton year,we will ease the financial pressure on cotton growers,improve the management mechanism for agricultural data construction,achieve win-win cooperation in the upper and lower reaches of the cotton industrial chain,and accelerate the development of cotton industry in Xinjiang.
