Under the background of the continuous reform of the supply side of agriculture,the agricultural development mode urgently needs to be transformed from excessive dependence on resource consumption to green ecology.In 2015,the former Ministry of Agriculture proposed the goal of achieving zero growth of fertilizers,and developing new,green,efficient,environmentally-friendly and high-quality fertilizers has become an effective way to promote the reduction of fertilizers and increase efficiency.However,the development of new fertilizers faces many difficulties.In order to guide the orderly development of the new fertilizer market,this study uses the field research data of fertilizer production enterprises,sellers and farmers,and uses the econometric model to empirically analyze the constraints of new fertilizer promotion difficulties from the perspective of new fertilizer production,sales and use industry chain.Factors provide scientific analysis conclusions and countermeasures for promoting new fertilizers,reducing fertilizer application,and promoting farmers’ cost-effectiveness.Research indicates:Through production interviews,the results show that the new fertilizer production process is complicated,and the environmental protection facilities increase the cost;the nature of the enterprise is divided into chemical enterprises,and the development is severely constrained;new types of fertilizers emerge in an endless stream,and the standard backwards do not match,resulting in high production costs of new fertilizers.In addition,the government bids for organic fertilizer at low prices,which has its drawbacks,disrupts the normal market order,has market failures,has the risk of adverse selection of bad coins to drive out good money,and reduces the enthusiasm of enterprises to produce high-quality new fertilizers.In the sales process,through the questionnaire survey of fertilizer sellers,it was found that the fertilizer professional’s overall professional knowledge level is low,and the operating threshold is low;the farmers’ credit behavior is more,the dealer financing cost is increased,and the new fertilizer product promotion service cost is high.Further analysis of the factors affecting the sales volume of new fertilizers,found that the new fertilizer sales price is low,the sellers rely on lowering prices,reducing profit margins to expand the high-quality new fertilizer consumer market,the sellers are not willing to sell high-quality new fertilizers.Through the use of the micro-survey data of farmers,it is found that the farmers’ willingness to apply new fertilizers is weak,and the application range is small.The Logit model is used to analyze the influencing factors of farmers’ new fertilizer application behaviors.It is found that participating in fertilization technology training and government agricultural technicians provide fertilization.The technology,fertilizer sales shop is close to home and the subsidy of fertilizers and other factors have significantly positively affected the new fertilizer application behavior of farmers.The impact of new fertilizer prices and fertilizer prices on farmers’ new fertilizer application behavior is not significant.Based on the above conclusions,this study believes that under the existing market conditions,the development of new fertilizers,the realization of fertilizer reduction and efficiency,should start fromtwo aspects,one is to play an economic incentive role,and the other is to use information guidance.In terms of economic incentives,preferential policies for new fertilizer production will be implemented in terms of electricity tariffs,environmental protection equipment,and taxation to reduce the cost of new fertilizer production;farmers will be subsidized with new fertilizers to encourage new farmers to apply new fertilizers.In terms of information guidance,we attach importance to the training of fertilization techniques for sellers and farmers,improve the training content,enable sellers and farmers to understand the policy background of fertilizer reduction and efficiency,improve environmental awareness,and improve the acceptance and awareness of new fertilizers by distributors and farmers.To the extent,to guide its sales and application of new fertilizers,and gradually replace the fertilizer with new fertilizers.
