With the increasing of chemical fertilizers' input, the pollution caused by the large-scale application of chemical fertilizers has been paid more and more attention by all walks of life.During the progress of industrialization and urbanization, the surplus rural labor force has been gradually shifting, and the degree of non-agricultural employment of Chinese farmers has been rapidly rising. In this context, whether the non-agricultural occupation of farmers is the important factor which affecting the over-fertilization application behavior of fertilizer.Based on the summary of a large number of domestic and foreign literature, the paper constructed a theoretical framework of farmers over-fertilizer application behavior, the four counties and cities in mountainous area of Zhejiang Province is the research object, and adopted CD production function and multiple regression model to make empirical verification of theoretical analysis. The results showed that:(1)Overuse of chemical fertilizers is widespread among farmers, while there is a certain difference between over-fertilization of food crops and economic crops, and over-application of fertilizers in food crops is much higher than that of cash crops' fertilizer overdosage.(2)Farmers' occupational non-agriculturalization has a significant impact on the over-application behavior of chemical fertilizers. There is an inverted U-shaped relationship between the two. That is when the degree of farmers professional non-agriculturalization increases, the amount of fertilizer over-consumption of farmers will also increase. But when farmers' non-agricultural employment time increases to a certain extent, the over-application of chemical fertilizers by farmers will reduce and I farmers have the most excessive fertilizer use.(3)In addition,it was also found that the health status of the household head and the family's agricultural income had a significant impact on the excessive use of chemical fertilizers in the study.Meanwhile, the land area and the irrigation conditions of the plots also have a certain influence on the excessive application of fertilizers.Proper scale management, improvement of irrigation conditions and some other factors all contribute to the improvement of over-application of chemical fertilizers in mountainous areas.Based on the above theoretical analysis and empirical analysis,in order to improve the overuse of chemical fertilizers in mountainous areas, the following suggestions are proposed: Focus on cultivating new types of specialized farmers, promote the development of new types of agricultural production and management;guide the farmers' professional non-agriculturalization,improve land transfer policies, strengthen the training of agricultural production techniques for farmers in mountain areas, and improve the way farmers practice fertilizer in mountainous areas; The construction of agricultural production infrastructure will promote the large-scale operation of farmland in agricultural production.
