The Study On The Utilization Performance Evaluation And Promotion Strategy Of Urban Construction Land In Lucheng Under The Background Of New Urbanization

The Introduction of National plan for new urbanization(2014-2020)has put forward specific requirements and guidance to land utilization for improving efficiency and optimizing structure.The paper is trying to take some pointed measures for improving the performance on land use,by analyzing the level of performance on land use which reflected in different regions and different years and constraints.The previous studies related with performance on land use was focused on large cities,rarely involved the county districts.Because the different contagion effect and scale effect between large cities and counties has different effects on land use,the performance appraisal systems of land use are diverse between them.The paper chose the county districts as the research object.Compared with large cities’ industrial development,the counties’ started late,developed slowly and was weak in investment attraction.Among their imported industries,the heavy industry which has serious damage to the environment and high consumption of mineral resources played a major role.The development level of emerging industry and the science and technology are still low.The commerce and service industry sill lag behind.Besides,the deficiency of tourism development,the poor coordination between industrial development and food security,the contradiction between environmental protection and resource development,the homogenization in urban construction and lacking of characteristic condition all exist in counties’ development.Therefore,the land utilization of counties has a greater potential to improve.The paper is aimed at building up an evaluation system of performance on land use which could accurately evaluate the counties’ land utilization.It not only researches the new-type urbanization’s effects on the specific requirements and guide choice of the performance on land utilization,but also analyses land use structure and economic and social development of Lucheng in depth.By choosing some representative indicators,setting up the frame of index system from four aspects including land use input,land use efficiency,land use degree and land use sustainability,drawing the radar map,It researches and evaluates the performance on land use of Lucheng from 2009 to 2016,analyses restraining factors and puts forward three developments suggestions finally.
