Food safety is related to the health and safety of the vast majority of consumers,the healthy development of national economy and social stability.Also,it has a very important impact on international trade among various countries and has become a very important global issue for all countries in the world.Food production is a pillar industry in our country and plays an important role in the national economy.At the same time,food production is located at the source of the food industry chain.It is very important to control the source for food safety.Therefore,our government attaches great importance to food production and has formulated a series of laws,regulations and regulatory provisions to effectively strengthen food safety.At present,due to backward management mode,insufficient funds,low comprehensive quality of employees,single product and other reasons,many small and medium-sized food production enterprises formulate quality management system documents by copying the relevant laws,regulations and standard provisions mechanically,without combining the documents with the enterprise's own situation and examining the suitability and practicability of the documents,in order to obtain food production license as soon as possible when they start a new enterprise.After obtaining food production licenses,the quality management system documents are put on the shelf,resulting in the documents becoming empty documents.Gaining a firm foothold in the fierce market competition,some small and medium-sized food production enterprises want to get further improvement in the market.However,the ISO,HACCP and other certification thresholds are relatively high for them,thus,how to make further improvement on the original basis,form a quality management system in line with the actual situation of enterprises,and achieve sustainable development of enterprises have become difficult problems to them.Based on the systematic analysis of the concepts,certification systems and management systems related to food safety,this paper aims to establish a food quality management system suitable for small and medium-sized food production enterprises.Taking YH Company as an example,through the study of food-related laws andregulations as well as the management system of food production enterprises,this paper combines theory of practice,analyses the difficulties and problems existing in quality management of small and medium-sized food production enterprises by case studies and comparative study method,and proposes countermeasures and suggestions according to its own characteristics and management mode.This paper believes that the priority of food enterprises is to improve the internal control mechanism of food quality management,establish and improve the food traceability system and recall system,firmly establish the concept of honest management,and build a good corporate image,in order to construct a quality management system suitable for China's small and medium-sized food production enterprises,and effectively improve the quality management level of small and medium-sized food production enterprises.It has certain reference value for small and medium-sized food production enterprises to enhance their market competitiveness.
