As a systematic activity established within an enterprise and necessary for ensuring product quality or quality goals, quality management system is a system that sets up quality policies and quality objectives and realizes those objectives.Market access system for food quality safety (QS Certification) is a new vogue in recent years while ISO9001 certification has become popular for a long time. However, the quality management systems of many small and medium-sized food enterprises were not substantively improved for so many certifications.On the contrary, the role of quality management system is gradually disappearing when certification is becoming a mere formality. In this paper, the objective of the research on quality management systems of small and medium-sized food enterprises'effective operation is to provide reference on establishing and maintaining the quality management systems of these enterprises'effective operation,and also to do some useful exploration on improving quality managements for these enterprises.At present, it is indivisible on quality management systems of many small and medium-sized food enterprises'failure operation with frequently food quality and safety incidents.Based on the status domestic that few studies on quality management system of QS certification of food enterprises,the author take the quality management systems of many small and medium-sized food enterprises getting the food quality and safety market access as the research object, master the running status of that's every aspect of 20 elements by taking the survey methods and through the statistics and data analysis.Secondly, the author summary four-side key factors including the leadership awareness, process quality control, product quality testing and continuous improvement on constrainting the quality management systems of these enterprises'effective operation according to the questionnaire results of the analysis.The author establish a overall framework map and seven basic framework map of quality management system of these enterprises'effective operation on the base of the key factors.Finally, by case study method and taking two local typical companies as cases,the author analyse the status of the operation of their own quality management system, compare the differences in the effectiveness of system operation between them,from seven aspects of quality management responsibilities,business premises requirements,production resources,purchasing quality control,process quality management,product quality examination and continuous improvement and further demonstrate the findings the author mentioned above.
