With the development of the economic society, China’s food industry has experienced from the initial development to the high speed of development stage, the food industry has become the important backbone industry of China. But with the high speed development of food industry, the problems in the food industry has been exposed gradually. In recent years, more shocked food safety accidents have taken place in our country, especially the "SanLu milk powder" incident , which caused the China’s food industry to great losses in 2008. The problem of food quality has being brought huge challenges to the consumer’s health and the healthy development of the food industry. It makes the study of food safety management to be increasingly important.Many scholars from home and abroad have been extensivly studied and discussed the problems of food safety management and the essential role the mechanism of the government and the market mechanism played in the food safety management field. These studies have very great reference value, and provides good advice for the policy formulation and improve. According to the work experience of author for many years engaged in food production and supervision, this paper analyzes and summarizes the literature, which has been researched the areas of food safety at home and abroad,.On this basis, the paper studied in the A region. First the paper defined the concept of food safety and other related and analyed the extensive properties food safety management and governance of the main features, discussed how to strengthen small businesses small workshops wide food safety governance issues in the A region. Meanwhile, many studies have emphasized that the Government departments is how to improve governance methods and governance. But this papers didn’t analyed the important role which the third-party social forces in the governance of food safety issues played. Because of information asymmetry and small businesses operating characteristics of their own small workshops, government and market mechanisms failed in the governance of food safety workshops and small enterprises at the same time.Based on the author’s actual work and taked in the A region as a case, This paper analysied the problems of small food workshops in the raw materials procurement, production, transportation and sales process. The paper summed up the factors in the food safety management and the challenges which the small food workshops must be faced. On this basis,the paper analysis the various problems in the county’s small businesses, which arising in the process and in the business operation. The paper extensive analyside the status of work of food safety management in the A region, found many deficiencies in the staff equipment and the equipment. There are many drawbacks in the model of " punishment to the escrow " in this county.After found the problems in the food safet management in the A region, the paper proposed the corresponding measures for improvement.
