Research On Implementation Evaluation Of General Land Utility Planning In Pingyao County

Planning lays stress on compilation and implementation.Whether the local land use is implemented according to the planning and the degree of implementation after the planning needs to be analyzed through the evaluation of the planning implementation.As an important link of planning formulation and revision,the implementation evaluation of land use can discover the problems existing in the process of planning implementation and test the effect of planning implementation,providing necessary guarantee for the effective implementation of planning and decision-making basis and theoretical support for the new round of planning formulation.This is the premise of planning revision.This paper collects the basic data of land use status and economic and social development and change in Pingyao County from 2006 to 2015,on the basis of a full investigation of the present situation of land use and management in Pingyao County,using the database of land use change in Pingyao County since 2015,and applying the methods of documentation,comparative analysis,qualitative analysis and quantitative analysis,etc.,with the method of system theory and quantitative analysis.Guided by the theories of coordination of human-land relationship and sustainable development,the comprehensive evaluation of cultivated land and basic farmland protection,scale control of construction land,changes of land structure and layout,and economizing and intensive use of land is carried out by using multi-factor comprehensive evaluation method,focusing on the expected objectives of Pingyao County's overall land use planning,and then the comprehensive evaluation results are obtained.The results show that the comprehensive score of quantitative evaluation of Pingyao County's overall land use planning is 82.74,the overall benefit of planning implementation is good,the land benefit and the degree of land use have been improved.After that,the problems in the process of planning implementation are identified and suggestions for planning modification and improvement are put forward to lay the foundation and provide the basis for scientific and rational preparation of a new round of overall land use planning.
