Study On The General Land Use Planning Implementation Evaluation Of Ningqiang County

In the current land use planning system,the general land use planning is in a dominant position,and plays an important role in land management.But with the accelerating social and economic development,the general land use planning meets new problems and challenges in the process of implementation,so the planning adjustment is needed.To carry out the evaluation of the general land use planning is conducive to grasp the implementation of the general land use planning comprehensively,to determine the timing of the planning adjustment and maintenance of the authority of the general land use planning,and improve the level of planning constantly.To adjust and protect the ability of social economic development and change of the planning region,Ningqiang County started to carry out the general land use planning adjustment work in 2015,and the evaluation of the general land use planning is the premise and basis of the planning and adjustment work,is especially important for the planning and adjustment work.In this paper,with the general land use planning implementation of Ningqiang County as the research object,evaluating the implementation during the execution of the planning.First of all,with the connotation of the general land use planning implementation evaluation as the breakthrough point,combined with the actual situation of the study area,building the index system of the general land use planning implementation evaluation of Ningqiang County,including 5 factors of the criterion layer: the condition of planning target implementation,land use structure and spatial layout changes,land saving and intensive degree,planning implementation and planning benefit,and 28 evaluating indexes,using AHP method(AHP)to determine the weight of each factor of the criteria layer and each evaluating index of the index layer.Secondly,based on multi factor comprehensive evaluation method and fuzzy comprehensive evaluation method,using two kinds of research methods to evaluate the condition of general land use planning implementation,and according to a certain standard,turning the evaluation indicators into comparable classes,established a set of relatively complete general land use planning implementation evaluation system that suitable for Ningqiang County.Based on a large amount of data collection and field investigation,using the evaluation system to evaluate the general land use planning implementation of Ningqiang County.The research result shows that the implementation of general land use planning in Ningqiang County is favorable.Planning implementation played a certain effect,the task of the indicators is consistent with expectations,the land benefit and land use degree increased,but can not completely guarantee the future social and economic development.Finally,on the basis of summarizing the research conclusion,this paper analyzes the inadequacies of the article and prospects the future research direction.
