Evaluation Of Implementation Of General Regional Land Use Planning In County Level

Referring to land use planning, making programming is the importance, then the key is how to implement. In regard to the effect of implementing, after evaluating, it can be award's, among the prophasic work of the third land-use replanning , evaluating is an important content. Taking the research on land-use replanning evaluating will promote the sustainable use of land resource and the socialization process of land-use planning, meantime it can be propitious to cement the condition of land-use planning and improve the related subjects, then offer science basis for the replanning.This paper, taking Dingcheng District of Changde city as an example, focuses on theories foundation, indicator system, methods of evaluating of land-use planning, then discuses the application of the methods of ecosystem footprint analysis, data envelope analysis, coordinating degree mode in land-use planning evaluating. The main contents and the innovation of the thesis is as follow:Part I ,this paper looks back on the achievements of researches on land-use planning evaluation board, the land-use planning evaluation includes evaluation before planning and planning practice. As to the methods of planning evaluation, it often can be sorted as not measurable method and measurable method. Now, at home the ways to implement evaluating have been changed form qualitative evaluation to measurable evaluation with ration.Part II ,this paper also looks back on the domestic development about land-use planning, then analyses some problems, carries on research on some basal problems referring to connotation , basic theoretic and so on.Part III,based on the implementing of the former land-use planning , the author takes some comprehensive analyses. The analyze shows that: in the planning period, in the main the anticipative target reached, basic farmland also was protected, however, the area of ploug decreased evidently.Part IV,on the basis of theory research, the author adopts the ecosystem footprint analytical method to analysis the level of carrying capacity in Dingcheng District of Changde city, then appraises the effect of implementing planning on land sustainable use. The research indicates that: since planning, then per capita level of carrying capacity has increased, at the same time, with the per capita ecosystem footprint rising, ecological deficit also expands. Choosing data envelope analysis method, the author lucubrates the changes of the efficiency on district land use structure after planning evaluating implemented. The results reveals that during 1997 to 2005, the efficiency on district land use structure fluctuated on occasion, but kept rising basically. The DEA condition nearly reached faint efficiency in 1998, hereafter, declined in 1999 and 2000. whereas, form 2001 to 2005, the DEA condition all reached the best condition of "technologic efficiency' and "scale efficiency". The author builds the index system of implementing planning which consist of four ingredient including ten factors and twenty-five indexes with applying the system theory, the land sustainable use theory and management benefit theory. Then established the weigh of index system by using Delphi method. And then adopting the coordinating degree mode to evaluate comprehensive the implementing condition of land use planning in Dingcheng District, concretely speaking, just evaluated then coordinating degree among the implementing of the indexes , the efficiency of implementing planning, the effect of planning implementing. According to calculating and analyzing data, it can be drawed that the evaluate value of is more than 80 in 1997,2002.It can make out that the effect of land use planning is obvious, the implementing condition of various indexes and the accessional benefit of society, economy ,environment brought good coordinating degree. The land uses planning implementing promote the development of social economy. In the period between 2003 and 2005, the evaluate value of is less than 80, the effect of land use planning is so common, the control of mange indexes is invalidity, and then the coordinating degree of the indexes and the benefit is bad, meanwhile, the value of implementing evaluating going down gradually.Part V Finally, passing the calculation analysis to the problem in the former planning implementing ,it puts forward the latest land use replanning and implementing in making reference to the foundation of other scholar's standpoints and opinion.
