Study On The Development Strategy Of China-Arab States Expo From The Perspective Of Home Field Diplomacy

With the deepening of China's reform and opening up,the "Chinese voice" and "Chinese concept" have received the attention and response of the international community in the international pattern and economic development.In order to further enhance China's international influence and voice,the concept of home diplomacy was mentioned at the 18 th National Congress and gradually became an important practice of China's great power diplomacy.Against this background,China has carried out home diplomacy with high-level international exhibitions such as the G20 Summit,Boao Asia Forum,and China International Import Expo.While successfully demonstrating China's national strength,China's international influence and national image have been enhanced.The China-Arab States Expo,as a large-scale exhibition that serves as a major task for promoting China-Arab economic and trade cooperation and cultural communication,its home diplomatic function can not be underestimated.However,in the academic research on the Sino-Arab Expo in the past,scholars have focused on the economic and trade functions of the Sino-Arab Expo,ignoring the important role of diplomatic functions in promoting political exchanges and strategic communication between China and Arab countries.In the implementation of the future development strategy of the China-Arab States Expo,because the local government did not deeply recognize the diplomatic function of the China-Arab States Expo,the top-level design of the development strategy did not fully consider how to play the home diplomacy function of the China-Arab States Expo.Therefore,studying the future development strategy of the China-Arab Expo from the perspective of home diplomacy not only expands the research perspective of the diplomatic function of the high-level international Expo.It also makes up for the lack of diplomatic functions and related development strategies in the past Sino-Arab Expo research,which has certain academic value;At the same time,it also provides the organizers with ideas for deepening China-Arab cooperation in the future development of the China-Arab States Expo,and has a certain practical value in driving regional development.As a large-scale exhibition led by the government,the development of the diplomatic function at home of the China-Arab States Expo needs to rely on strong government resources and policy support.This paper analyzes the significance of the strategy of the Silk Road Economic Belt,Ningxia's inland open economy and the Arab countries ' "look East" strategy to the China-Arab Expo.Based on the strengthened functions of China-Arab relations and the display of China's National soft power in the future development,the paper summarizes the diplomatic functions of the China-Arab States Expo with four dimensions: setting up diplomatic platforms,enhancing international influence,promoting China-Arab economic and trade cooperation,and promoting regional development.In view of the development of the diplomatic functions at home in these four dimensions,it has been found that the development of the China-Arab States Expo has been hampered by immature government marketing mechanisms,weak development of related industries,unreasonable arrangement of exhibition mechanisms and negative external effects of public opinion.It has seriously affected China's use of China-Arab Expo as a platform to enhance the international voice and international image.In order to promote the future development of China-Arab Expo to better serve China's diplomatic strategy,from the perspective of home diplomacy,this paper analyzes the development of China-Arab Expo SWOT.Through the analysis,this paper constructs a matrix of ideas for the four types of development strategies of the future development strategy of the China-Arab States Expo: growth,growth,protection and defense,and integrates the superior and inferior resources of the China-Arab States Expo when the organizers formulate their development strategies.Take advantage of the opportunities and challenges facing development to provide ideas.Finally,combining the China-Arab States Expo to achieve the strategic mission of home diplomacy and the establishment of brand exhibitions,the strategic goal of the home diplomacy platform effect will be expanded.It has worked out a three-stage dynamic development strategy for regulating the basic preparatory stage of the operation mechanism,promoting the strength of branding,and enhancing the competitiveness of the diplomatic function at home.It laid the foundation for the China-Arab States Expo to become a home diplomatic "stage" with a voice and influence in China-Arab affairs.Based on the analysis of the diplomatic function of the China-Arab States Expo at home and the dynamic development strategy of the three stages,the China-Arab States Expo should expand the platform effect of home diplomacy during the implementation of the development strategy,and pay attention to the dissemination of China's diplomatic ideas in the setting of the agenda.We will strengthen exchanges between Chinese and Arab enterprises,and use the brand effect to boost regional economy,tourism and culture.At the same time,according to the factors that restrict the domestic diplomatic function of the China-Arab States Expo,the organizers of the China-Arab States Expo should optimize the means of government marketing in the "front,middle,and rear" stages of the exhibition,and deeply excavate the home diplomatic functions of the China-Arab Expo;Improve the exhibition mechanism,increase the number of host countries and improve the schedule of activities;We will accelerate the development of related industries and promote and develop jointly with the China-Arab States Expo.Finally,we should also make good use of the guiding role of our think tanks to reduce the impact of bad public opinion on the China-Arab States Expo and promote the sustainable development of the China-Arab States Expo.
