With the rapid development of Tianjin's economy and the accelerating urbanization process,Tianjin Metro project plays an increasingly important role in urban development.As a very important public transportation facility in the city,the subway has the speciality and system of its operating environment.The complexity of the equipment makes it necessary for the relevant management departments to put transportation safety at the forefront of all work,and there is a large population flow in the subway.It is the unshirkable responsibility of the relevant management departments to ensure the safe operation of the subway.In order to further improve the operational risk management and control level of Tianjin Metro project,and achieve the comprehensive goal of the order of the subway operation system and the safety and safety of passengers' lives and property,this paper studies the operational risk of Tianjin Metro project based on the perspective of government management.This thesis has certain innovation in research perspective and suggestion,and studies the risk management and control strategy of subway project operation based on the perspective of government management.Firstly,the operation risk of Tianjin subway project is introduced.Based on the research of relevant theoretical literature,the concept of management risk management of metro project is put forward.The theory of public goods,risk management theory and government functions theory are put forward as the theoretical basis of the article.Secondly,it identifies the risks existing in the operation of Tianjin Metro Project.Based on the analysis of the literature,it lists the risk list of the factors affecting the operational risk of Tianjin Metro Project,and builds an evaluation index system for the operational risk of Tianjin Metro Project based on the risk list.In the evaluation of risk factors,the questionnaire survey method is used to obtain relevant data on the operational risk assessment of Tianjin subway project,and the weight of the evaluation index is obtained through factor analysis.Finally,the fuzzy comprehensive evaluation method is used to determine the risk level of Tianjin subway project operation.According to the evaluation results,based on the perspective of government management,the paper puts forward the risk management and control ideas of strengthening the government management methods?strengthening the whole process of risk control and control the risk area effectively and proposes to strengthen the people-oriented administrative concept,the administrative supervision of the rule of law,and improve the government's scientific decision-making ability according to different types of risk factors.Improve the risk management and control strategy of strengthening service-oriented government construction.
